<br />2: <br /> <br />APRIL 27, 1954 <br /> <br />TUESDAY <br /> <br />/.~ <br /> <br />In calling Cou,'1cil's attention to the fact that several years have passed since <br /> <br />the latest economic survey of Martinsville and the community was conducted and, <br /> <br />that an up-to-date economic study would be of great value to City agencies as <br /> <br />well as to other groups and individuals, Councilman J. R. Walker introduced the <br /> <br />following resolution calling for such a study and survey, as follows, which <br /> <br />resolution was unanimously adopted: <br /> <br />WHEREAS, from time to time the City Council has caused the preparation <br />of economic surveys of the conununity; and <br /> <br />1JIlHEREAS, the last such survey is approy,imately seven years old, being <br />made in connection with the City's gross receipts businoss license tax <br />study; and <br /> <br />'NHEREAS, the Council has recently ordered a restudy of our entire gross <br />receipts business license tax ordinance that is directly related to the <br />economic status of the community; and <br /> <br />~- <br />i~ <br />V' <br /> <br />~ <br /> <br />WHEREAS, the Martins ville Planning Comnission is charged with the <br />responsibility of guiding the economic growth of our City through the <br />proper development of land, streets and buildings; and <br /> <br />VfrIEREAS, up-to-date economic data relating to our comImmity will be <br />of value to the tax study committee, the Planning Com,'nission and other <br />groups and individuals; now, therefore <br /> <br />BE IT RES OLVED by the Council of the City of If.artinsville, Virginia, in <br />regular meeting assembled this twenty-seventh day of April, 1954, that it <br />cloth herein request the Martinsville Planning Commission in cooperation with <br />the County Board of Supervisors, if said Supervisors desire, to contact the <br />State Division of Planning and Economic Development, and if deemed advisable, <br />the economic study divisions of the Appalachian Electric Power Company, the <br />Norfolk and Western Raill.vay and the Southern Railway to cause a complete <br />economic study of our COIrL'Tlunity to be prepared including tax data; water, <br />electric, gas, telephone and other utility facilities; availability of labor <br />by skills; transportation facilities; available business and industrial <br />sites; housing and recreational facilities; availability of fuels and raw <br />products and trade and agricultural data. <br /> <br />City Manager Mathewson reported that through the local Council of Garden Clubs a <br /> <br />- <br /> <br />voluntary park clean-up program had been undertaken by the Garden Clubs, whereupon <br /> <br />Council went on record as expressing its appreciation to the Council of Garden <br /> <br />Clubs for this fine work on their part, authorizing the Clerk of Council to convey <br /> <br />by letter an expression of this appreciation. <br /> <br />----I <br />
