TUESDAY

NOVEMBER 10. 19~

195.3, Council commended the City Manager and the various department heads

on the success of their work during the quarter.

Responding to City Manager Mathewson's recent inquiry as to the possibility
of widening River Hill Road as a part of the current Route 220 Thoroughfare
project, Mr. W. F. Smith, Urban Engineer for the State Highway Department
indicated by letter that the Department of Highways would conduct a survey,
which would include planning preparation, of the proposed widening if the
City would contribute fifty per cent (50%) of the estimated cost of $2,000.00;
whereupon, Council unanimously authorized the expenditure on the City's part
of said fifty per cent, or $1,000.00, for said survey and planning preparation,
transferring this amount from its General Fl.J1Jd Emergency Account.

Next, City Mana.ger Mathewson rendered a verbal report on the Paving Division's

operations for the current season, reporting that the work done by this

division this yea.r was most successful, having saved the City at least $23,000.00,

as compared with an estimated saving of $18,000.00 at contract prices when the

1953-54 budget was adopted.

Through City Manager Mathewson, Council also received a written review and

report of the Recreation Department's 1952-5.3 program, and, in appreciation,

Council commended Recreation Director David Russell for his work and successful

efforts as reflected in said report.

As a result of reported mis-use and abuse of the City Park on East Church

Street, Council requested City Attorney Stone to draft a proposed ordinance

establishing "curfew" hours and other regulations for the Park.
