<br />56 <br /> <br />TUESDAY <br /> <br />SEPTEMBER 22, 1953 <br /> <br />WHEREAS, the construction of such a tunnel under the By-pass would <br />eliminate the need and expense of a person to direct traffic at this <br />intersection, and <br /> <br />WHEREAS, it is the wish and desire of the following members of the <br />Joseph Martin Parent Teacher Association that such a tunnel be constructed. <br /> <br />NOW THEREFOHE, BE IT, AND IT IS HEREBY RESOLVED, by the undersigned <br />petitioners: <br /> <br />1. That the members of the Council of the City of Martinsville consider <br />immediately the advisability of the construction of a tunnel under the By-pass <br />as an avenue of approach to the Joseph Martin Elementary School by children <br />attending same. <br /> <br />2. That a suitable number of copies of this resolution be reproduced in <br />certified form and fOr\varded to each member of the City Council of the City of <br />Martins vi lIe . <br /> <br />3. That additional copies of this resolution be forwarded to the <br />Martinsville Broadcasting Company and the Martinsvil1e Daily Bulletin. <br /> <br />Council assured 1~. Taylor and the petitioners present that it would give this matter <br /> <br />its serious and early consideration and, also, similar consideration to providing <br /> <br />such a tunnel at the intersection of the new Thoroughfare with Fayette and West <br /> <br />Church Streets. City Manager Mathewson pointed out that he has already approached <br /> <br />the State Highway Department on the matter and that some decision from the Highway <br /> <br />Department should be forthcoming immediately. <br /> <br />An agreement with Mr. and Mr-s. H. G. Oakes, whereby the City would be permitted to <br /> <br />remove an unspecified amount of clay and soil for use in the new impounding reservoir <br /> <br />dam, was unanimousJ,y approved by Council for the City Manager's signature. <br /> <br />Approved, also, for City Manager Mathewson's signature on behalf of the City, was a <br /> <br />deed in connection with the exchange of certain property on the Route 220 Thoroughfare <br /> <br />with the heirs of Mr. Joseph L. Stultz. <br /> <br />The following rezoning request was referred by Council to the City's Planning <br /> <br />Commission for its consideration and recommendations: <br />
