<br />1~ <br /> <br />TUEs DAY <br /> <br />SEPTEMBER 22, 1953 <br /> <br />Virginia cities be contacted to ascertain if any or several of them would be <br /> <br />interested in participating in such a study inasmuch as the findings might be of <br /> <br />value not only to Martinsville but also to such cities as already have similar <br /> <br />license tax ordinances or .vho are contemplating the adoption of similar ordinances. <br /> <br />No action was taken by Council on the recent recommendations of the Flanning <br /> <br />.....- <br /> <br />Commission with regard to rezoning both sides of River Hill Road from the Dye <br /> <br />Plant Road intersection South to the City's Corporate limits, on which matter the <br /> <br />Council conducted a Public Hearing September 8,1953, pending a conference in the <br /> <br />near future with the Planning Commission. <br /> <br />Representing several hundred citizens residing in the Souths ide area of the City who <br /> <br />~:~ <br />~~ <br />i <br /> <br />have children attending the Joseph Martin Elementary School, Attorney Claude E. <br /> <br />Taylor, Jr. presented the following petition requesting Council's consideration of <br /> <br />his clients' proposal that an underpass or underground walkvfay or tunnel be <br /> <br />constructed under the new Route 220 Thoroughfare at or near its intersection with <br /> <br />S tar ling A venue: <br /> <br />WHEREAS, the traffic at the intersection of Starling Avenue, Bridge Street, <br />Summitt Street, Douglas Street and U. S. Route 220, is now and has always been <br />dangerous and hazardous to the children who attend Joseph I~tin Elementary <br />School; and <br /> <br />WHEREAS, the construction of the By-pass on Bridge Street and U. S. Route <br />220 will create a more hazardous situation at this intersection due to the <br />constant flow of traffic and the added lanes of traffic, and <br /> <br />WHEREAS, the City of Martinsville presently mvns the property on the <br />Eastern s ide of Bridge Street as well as the property known and designated as <br />the Joseph Martin Elementary School, on the Western side of Bridge Street, and <br /> <br />WHEREAS, it is more feasible and economical to construct an avenue of <br />approach from the Eastern side of Bridge Street under the By-pass at the time <br />of construction of the By-pass to enable the children to avoid the traffic at <br />the intersection of the By-pass and the above-mentioned streets, and <br />
