;2

TUES DAY

DECE1ffiER 23, 1952

4. That the City Council give these two streets a name, which names shall
be suggested by the Chatham Heights Baptist Church, it being understood
that these streets as they now exist do not carry names.

In recommending to Council that they accept this street relocation plan
as proposed b,y the Chatham Heights Baptist Church, the Commission believes
that the proposed layout is a better one than that of the present street
entrances from the standpoint of traffic and street development. Also,
the Commission recognizes that the Chatham Heights Baptist Church does
not have room for future expansion of their present church facilities due
to the way in which their land is cut in two by the present street right
of way. The Commission feels that, if adopted, this proposal will make
a definite improvement in the street layout in this immediate area as well
as benefit a group of church people who have been very cooperative and
have made a reasonable request in an intelligent manner.

...-

This is to advise that the Martinsville Planning Conw~ssion, at a meeting
held on December 20, 1952, voted unanimously to recommend to City Council
that certain property on the east side of Cleveland Avenue, as requested
by Dr. John W. Clark, be rezoned from A-I Residence to B-1 Business. This
property is shown as a shaded area on the map which is herewith attached.

Also the Commission wishes to recommend that in addition to this property
as shown, the remainder of the lots between Dr. Clerk's property and
Mulberry Street Extended facing the east side of Cleveland Avenue also be
rezoned from A-1 Residence to B-1 Business. This additional property can
best be described for the purposes of this letter as being four lots
fronting on the east side of Cleveland Avenue lying between a fifteen-foot
alley north of Dr. Clark's property and Mulberry Street Extended.

For further description the Planning Commission wishes to recommend that
the Public Works Department's Engineering Division submit a detailed
description of the entire property to be rezoned before final action is
taken.

In making this recommendation the Planning Com.rnission has taken into
consideration the need for additional business locations in this area, and
at the same time, in order to avoid f1spotn zoning, decided to recoIIDnend
rezoning what they considered to be an entire block on the east side of
Cleveland rather than one particular piece of property. This recommendation
is made following a public hearing which the Commission held on Tuesday,
November 20, 1952.
v

In response to a renewed appeal from Attorney John Hartley on behalf of local

theater management for a reduction in the local amusement admission tax or for

an outright repeal of the admission tax ordinance and, also, in response to
