Those proposed to be effective July 1, 2007 included closing <br /> <br />reservoir to the public, reduction in school appropriation, some additional <br /> <br />employee benefits, city funding of retiree health insurance, implementation of <br /> <br />7K provision of FSLA in the Police Department, cuts in contributions to a <br /> <br />number of outside agencies and reduction in force of 20 positions. The <br /> <br />proposed cuts totaled $3,174,779. <br /> <br />Mr. Collins also listed ways in which the proposed cuts would affect the <br /> <br />City, some additional options including revenue enhancements and a list of all <br /> <br />suggestions he had received so far from all sources. Reductions in Force <br /> <br />Impact Statements prepared by staff were also given to Council for their <br /> <br />consideration. <br /> <br />The Mayor then opened the floor for public comments. Sonny Asburry, <br /> <br />179 Meadowbrook Lane, a retired City police officer, made comments <br /> <br />concerning the proposed cut of the City's contribution to the retired employees' <br /> <br />health insurance. He felt that when he was told that he would be afforded that <br /> <br />,.-, <br /> <br />benefit when he retired and when he, as a supervisor, told others as well that it <br /> <br />became a binding contract. He asked who would represent him and others if a <br /> <br />retiree brought a lawsuit against the City for breach of contract. He also made <br /> <br />comments about the reduction in the police department and the fact that you <br /> <br />cannot hire someone as a police officer one day and put them to work the next. <br />
