<br />j ,r) <br />.~ ~" <br /> <br />December 21 , 2006 <br /> <br />Mayor Reynolds told Mr. Asburry that they would address his legal question as <br /> <br />soon as City Attorney Monday arrived at the meeting. <br /> <br />David Edwards, retired City Police Chief, reiterated the comments made <br /> <br />by Mr. Asburry. Ruth Easley, Commissioner of the Revenue, made comments <br /> <br />about the proposed cuts in personnel in her office and Ben Murdock, Director <br /> <br />of Citizens Against Family Violence, made comments on the cuts to the outside <br /> <br />agencies, requesting Council to look at each one individually on how crucial are <br /> <br />the services they provide and if any matching funds are required to get grants. <br /> <br />Following comments from the floor, all members of Council made <br /> <br />additional comments on the proposed cuts outlined in the City Manager's <br /> <br />presentation. Council Member Ferrill strongly objected to taking action so <br /> <br />quickly on the Manager's plan. He stated that the plan was just presented, so <br /> <br />Council should take time to study what appears to be severe, harsh actions, <br /> <br />particularly since there is no need for quick action. Additionally, citizens were <br /> <br />seeing the plan for the first time and deserve time for study and comment. <br /> <br />Council Member Ferrill also asked the Manager to re-examine revenue <br /> <br />and expenditure projections for the next two to three years to affirm or redefine <br /> <br />what, if any, shortfall must be addressed. After other members of Council had <br /> <br />an opportunity to express their concerns and ask questions, Council Member <br /> <br />Anderson made the following motion: <br /> <br />Make the following discretionary expense reductions effective January 1, 2007: <br />. Eliminate critical care program 37,500 <br />. Eliminate demolition 50,000 <br />
