<br />1 " <br />""I <br />R .~~~ <br /> <br />December 21 , 2006 <br /> <br />A special called meeting of the Council of the City of Martinsville, <br /> <br />Virginia, was held on December 21, 2006, in Council Chamber, Municipal <br /> <br />Building, beginning at 4:00 P. M., with Mayor Kimble Reynolds, Jr. presiding. <br /> <br />Council Members present included: Kimble Reynolds, Jr., Mayor; James W. <br /> <br />Clark, Vice Mayor and Council Members Mark T. Anderson, J. Ronald Ferrill <br /> <br />and Kathy C. Lawson. <br /> <br />Following the Pledge to the American Flag led by Council Member <br /> <br />Anderson, Mayor Reynolds welcomed everyone to the meeting. <br /> <br />Mayor Reynolds gave opening comments stating that the City was facing <br /> <br />some challenging circumstances that would require tough decisions. He <br /> <br />thought that all must make a sacrifice, so he asked each Council Member to <br /> <br />take a $200 cut from their annual salary, a total of $1,000, and each has given <br /> <br />their consent. He then explained the format of the meeting-first, the City <br /> <br />Manager will make his budget presentation; second, comments from the floor, <br /> <br />limit of two minutes for each person; third, comments from Council Members; <br /> <br />fourth, any motions to be made and voted on and fifth, any additional items to <br /> <br />be addressed. Comments from the floor must be related to the budget and <br /> <br />cannot address the school budget at this time. <br /> <br />City Manager Collins next gave a power point presentation beginning <br /> <br />with a history of "How Did We Get Here?" and then presented his proposed <br />
