<br />~oo <br /> <br /> <br />TUESDAY <br /> <br />FEBRUARY 10, 1959 <br /> <br />By a recorded and unanimous vote, Council appropriated the sum of $900.00 to the <br /> <br />budget for the office of the City Treasurer to pl."ovide a requested amount to <br /> <br />enable Treasurer William R. Shmnate to employ an additional clerk for his office <br /> <br />at a salary of not mare than $225.00 per month, beginning March 1, 1959 to the <br /> <br />end of the City's current fiscal year, the appropriation being transferred from <br /> <br />the General Fund ~ergency Account. <br /> <br />Council continued for further study a sunnnary of capital outlay projects which <br />City Manager Hirst presented on January 27, 1959, suggesting that Council give <br />these pl."ojects consideration in advance of the preparation and adoption of the <br />City's 1959-60 budget. <br /> <br />Announcement was made of a "pre-trial" conference scheduled for February' 13, <br /> <br />1959 on the petition presented late in 1958 by residents of the Druid Hills- <br /> <br />Forest Park areas just outside the City's corporate limits, requesting that these <br /> <br />areas be annexed to the City. <br /> <br />On behalf of Mr. C. T. Williams, Jr., President of Southwestern Virginia Gas <br /> <br /> <br />Company, Mr. William Starkey of the Martinsville division of the company relayed <br /> <br /> <br />an expression of Mr. Williams' appreciation to Council of the courtesies <br /> <br /> <br />extended Mr. Williams during his February 5th conference with Council in <br /> <br /> <br />connection with the preparation of a new gas franchise. A motion by Courx::ilman <br /> <br />Burch, seconded by Councilman Donavant, that a committee of citizens be appointed <br /> <br /> <br />to sit in with and advise Council in its study and pr'eparation of a new gas <br /> <br /> <br />franchise failed to carry, Councilmen Burch and Donavant voting affirmatively on <br /> <br />the motion and Councilmen Brown, Stone, and Shultz voting in the negative. <br />
