<br />3f <br /> <br />TUESDAY <br /> <br />OCTCBER 7, 1958 <br /> <br />,- <br /> <br />City Manager Hirst presented his suggestions as to what should constitute a basis <br />for consideration by Council in preparing terms of a franchise which might replace <br />that now held by Southwestern Virginia Gas Company when the present franchise <br />expires July 30, 1959. Council suggested that City Manager Hirst compile pertinent <br />data for presentation at an informl meeting of the Council to be held in the <br />immediate future. <br /> <br />-- <br /> <br />Upon motion, duly seconded, and unanimously carried, Council approved for City <br /> <br />Manager Hirst's signature an agreemerrt between the City of Martinsville and the <br /> <br />Virginia Department of Highways-which agreement carried Acting City Attorney <br /> <br />Young fS approval as to form--for the widening of Memorial Boulevard from Fayette <br /> <br />Street to Bridge street and providing, among other things, conditions of traffic <br /> <br />regulation thereon upon completion of the project. <br /> <br />-- <br /> <br />As a result of the joint conference of the Henry County Board of Supervisors and <br /> <br />City Council held October 6, 1958, Council authorized Mayor Shultz to appoint a <br /> <br />special connnittee to confer with a committee of the Board of Supervisors for the <br /> <br />purpose of attempting to work out a mutually-satisfactory arrangement or agreement <br /> <br />between the County of Henry and the City of Martinsville for (a) the regulation of <br /> <br />parking around the Courthouse pt'operty and (b) the installation of an air-cooling <br /> <br />or air-conditioning system in the Courthouse building. Mayor Shultz appointed <br /> <br />Vice-Mayor E. E. Store, Councilman R. S. Brown, Jr., and Citu Manager Hirst as <br /> <br />such a committee to represent the City. <br /> <br />By a recorded and unanimous vote, Council appropriated from the General Fund <br />Emergency Account the sum of two hurrlred ($200.00) dollars (to the General Fund1s <br />"Buildings & Ground Section") to pt'ovide funds for the expense imurred in cutting <br />the Smith Lake dam (see September 25, 1958 minutes). <br />
