Pedestrian "Walk-and-Wait" signals. <br />(Delete) <br /> <br />Council continued for further consideration proposed ordinances regulating <br /> <br />livestock and fowl within the corporate limits, a draft of these ordinances now <br /> <br />being prepared by City Attorney Taylor and City Manager Hirst. <br /> <br />Council continued to its next meeting further consideration of suggested <br /> <br />revisions to the City's anti-noise ordinance. Copies of the Memphis, Tennessee <br /> <br />anti-noise ordinance were given members of Council for study. <br /> <br />Upon motion of Councilman Brawn, Council voted to begin innnediate negotiations <br /> <br />g~~ <br />~5 <br />i:~ <br />JW <br /> <br />with Southwestern Virginia Gas Company on the matter of renewing the gas franchise <br /> <br />held by that firm, which franchise will expire July 30, 1959. <br /> <br />Mr. J. L. Adams and several other merchants and managers of retail stores located <br /> <br />on Franklin Street near the "Square" appealed to Council for inrrnediate action in <br /> <br /> <br />developing metered off-street parking areas with~~he area north and adjacent to <br /> <br />the retail business section of Franklin Street. Inasmuch as the Citizens Parking <br /> <br />,...-. <br /> <br />Commi ttee has already considered this matter and has made efforts towards bringing <br /> <br />into being such parking areas, Council referred these merchants and managers to <br /> <br />the Parking Committee. <br /> <br />Next, Council reviewed the proposal presented April 22, 1958 by a special committee <br /> <br />seeking the installation of parking meters on most of the unmetered parking area <br /> <br />around the Henry County Courthouse building. Council also reviewed former City <br /> <br />Attorney Stone's opinion which would rule out the recommendatio~of the committee <br /> <br />that the revenue from these meters be shared with the County of Henry.
