<br />362 <br /> <br />THURSDAY <br /> <br />SEPTEHBER 25. 1958 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor John W. Shultz, presiding, was held in the Council Chamber, <br /> <br />City Hall, Thursday, September 25, 1958, at 7:30 P.M., this meeting having been <br /> <br />adjourned from Tuesday, September 23, 1958 for lack of a quorum. Present were <br /> <br />Mayor and Councilman John W. Shultz; Vice-Mayor and Councilman E. E. Stone; and <br /> <br />Councilman R. S. Brown, Jr., Councilmen Thomas J. Burch and C. C. Donavant were <br /> <br />absent because of illness. <br /> <br />After the invocation, Council approved as read the minutes of its regular <br /> <br />meeting held September 9, 1958. <br /> <br />Upon motion, duly seconded and unanimously carried of those members present, <br /> <br />Council adopted the following ordinance--previously considered and up fa- third <br /> <br />reading--amending the City's Traffic Code by revising Section 9-140 and deleting <br /> <br />Section 9-244 thereof--pertaining to pedestrian street-crossing signal control: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in meeting assembled this twenty-fifth day of September, 1958, that <br />the (Motor Vehicles and Traffic) Code of the City of Martinsville, <br />Virginia, 1956 be and is hereby amended to provide as follows: <br /> <br />Section 9-140. Pedestrians' right of way at crosswalks. <br />(a) Whenever any vehicle is stopped at a marked crosswalk or <br />at any unmarked crosswalk at an intersection to permit a <br />pedestrian to cross the roadway, the driver of any other vehicle <br />approaching from the rear shall neither overtake nor pass such <br />vehicle. <br />(b) Whenever special pedestrian-control signals exhibiting <br />the words "Walk", "Don't Walk" or "Wait" are in place, such <br />signals shall indicate as follows: <br />1 . ''Walk''. Pedestrians facing such signal may proceed <br />across the roadway in the dire ction of the signal and shall be <br />given the right-of-way by the drivers of all vehicles except <br />emergency vehicles exhibiting audible or visible warnings. <br />2. "Don't Walk" or ''Wait". No pedestrian shall start to <br />cross the roadway in the direction of the signal, but any <br />pedestrian who has partially completed his crossing on the <br />''Walk'' signal may proceed to a sidewalk or safety zone, while <br />the "Don't Walk" or "Wait" signal is showing. Drivers of <br />vehicles shall, before proceeding through an intersection, <br />permit all pedestrians who have partially completed their <br />crossing on a "Walk" signal, to complete their crossing. <br />3. Between adjacent intersections at which traffic-control <br />signals are in operation, pedestrians shall not cross the <br />roadway except in a marked crosswalk. <br />
