362 THURSDAY SEPTEHBER 25. 1958 The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor John W. Shultz, presiding, was held in the Council Chamber, City Hall, Thursday, September 25, 1958, at 7:30 P.M., this meeting having been adjourned from Tuesday, September 23, 1958 for lack of a quorum. Present were Mayor and Councilman John W. Shultz; Vice-Mayor and Councilman E. E. Stone; and Councilman R. S. Brown, Jr., Councilmen Thomas J. Burch and C. C. Donavant were absent because of illness. After the invocation, Council approved as read the minutes of its regular meeting held September 9, 1958. Upon motion, duly seconded and unanimously carried of those members present, Council adopted the following ordinance--previously considered and up fa- third reading--amending the City's Traffic Code by revising Section 9-140 and deleting Section 9-244 thereof--pertaining to pedestrian street-crossing signal control: BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in meeting assembled this twenty-fifth day of September, 1958, that the (Motor Vehicles and Traffic) Code of the City of Martinsville, Virginia, 1956 be and is hereby amended to provide as follows: Section 9-140. Pedestrians' right of way at crosswalks. (a) Whenever any vehicle is stopped at a marked crosswalk or at any unmarked crosswalk at an intersection to permit a pedestrian to cross the roadway, the driver of any other vehicle approaching from the rear shall neither overtake nor pass such vehicle. (b) Whenever special pedestrian-control signals exhibiting the words "Walk", "Don't Walk" or "Wait" are in place, such signals shall indicate as follows: 1 . ''Walk''. Pedestrians facing such signal may proceed across the roadway in the dire ction of the signal and shall be given the right-of-way by the drivers of all vehicles except emergency vehicles exhibiting audible or visible warnings. 2. "Don't Walk" or ''Wait". No pedestrian shall start to cross the roadway in the direction of the signal, but any pedestrian who has partially completed his crossing on the ''Walk'' signal may proceed to a sidewalk or safety zone, while the "Don't Walk" or "Wait" signal is showing. Drivers of vehicles shall, before proceeding through an intersection, permit all pedestrians who have partially completed their crossing on a "Walk" signal, to complete their crossing. 3. Between adjacent intersections at which traffic-control signals are in operation, pedestrians shall not cross the roadway except in a marked crosswalk.
