<br />2~ <br /> <br />TUESDAY <br /> <br />MARCH 25. 1958 <br /> <br />-" <br /> <br />Mr. Ralph Shank, on behalf of property owners residing on Druid Lane within <br /> <br />the City's corporate limits, filed a petition requesting cur~~d-gutter <br /> <br />construction on Druid Lane on a shared-cost basis. By letter, Lanier Farm, Inc., <br /> <br />(Hr. R. S. Brown, Jr., President), requested similar construction in front of <br /> <br />property owned by him and located outside of the corporate limits on Druid Lane, <br />for which construction Lanier Farm will bear 100% of the cost if the City will <br /> <br />do the work. The petitions were ordered filed for consideration in the 1958-59 <br /> <br />budget and pending the establishing of a policy governing such construction on <br /> <br />portions of streets lying outside but adjacent to the corporate limits. <br /> <br />Council took no action on the City School Board's request for a special meeting <br /> <br />with the Council to consider reportedly the School Board's 1958-59 budget, indicating <br /> <br />~..v.. <br />~~ <br />::0,::", <br />;:r <br />'-' <br />~ <br /> <br />that such a meeting would more properly be in order when Council received the <br /> <br />City Manager's recommended budget for the entire city government. <br /> <br />Upon recommendation of City Manager Hirst, Council adopted, with emergency clause <br /> <br />attached, ordinances amending sections 16-17 and 16-44 of the City Code pertaining <br /> <br />to the issuing and reissuing or renewal of taxi-cab driver certificates: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular meeting assembled this 25th day of March, 1958 that Sections 16-17(10) <br />and 16-44 of the City Code be and are hereby amended to read as follows: <br /> <br />Section 16-17(10) <br />Employment of a driver who does not hold or is entitled to hold a <br />valid driver's certificate, in accordance with the requirements <br />set forth in Division 4 of this chapter. <br /> <br />"..., <br /> <br />Section 16-44 <br />No driver's certificate, or renewal thereof, shall be granted to <br />any person who is not free from any venereal or contagious disease, <br />or who is unable to read, write and understand the English language, <br />or who at any time has been convicted of a crime involving moral <br />turpitude, or who bas been convicted three times of any state, city, <br />or federal offense within the ten-year period immediately preceding <br />the date of application for a driver's certificate or renewal thereof. <br />If the holder of a driver's certificate or renewal thereof contracts any <br />venereal or contagious disease, or if he is convicted of a crime involving <br />moral turpitude, or if a third-offense conviction occurs after a certificate <br />
