<br />~84 <br /> <br />TUESDAY <br /> <br />MARCH 25. 1958 <br /> <br />(2) the City should develop and, if feasible, acquire public off- <br /> <br />street parking facilities; and <br /> <br />(3) the Council "earmark" $10,000 per year for the development of <br /> <br />off-street parking facilities. <br /> <br />By' letter dated March 25th, Mr. Benton S. Blackard, a member of the committee, <br /> <br />expressed his opposition to municipal development and operation of off-street <br /> <br />parking facilities. Council received the report for study and, meanwhile, <br /> <br />commended the committee for its excellent work. <br /> <br />Fire Chief Clay Easterly, on behalf of the National Fire Protection Association, <br /> <br />presented to Council a certificate citing fire prevention activities of the <br /> <br />local fire department during the year 1957 in which Martinsville received <br /> <br />first place among all cities of Virginia, third place in its class among all <br /> <br />cities of the same class throughout the United States, and fifteenth place among <br /> <br />all cities competing throughout the United States. In accepting the award on <br /> <br />behalf of the City, Council congratulated the fire department and expressed <br /> <br />appreciation of the department's splendid work. <br /> <br />On behalf of Pilgrim Baptist Church, located on "DR Street at Third Street, a <br />group of its members requested that the City provide sewer service for the <br />church. Discussion revealed that because of elevations it would not be possible <br />for the City to connect the church to a sewer line extending from Second Street <br />part of the way down "DIt Street but. it might be possible to connect to a building <br />owned by the church adjacent thereto. Council referred this matter to City <br />Manager Hirst for investigation and study, with a report thereon and estimate <br />of cost to be furnished Council. <br /> <br />
