<br />2~ <br /> <br />TUESDAY <br /> <br />MARCH 25. 1958 <br /> <br />Council continued for further study at a special meeting of the Council the <br /> <br />,...--.. <br /> <br />report of a special advisory group pertaining to local business and occupational <br /> <br />license tax structure. <br /> <br />Members of Council and other officials who attended the public hearing on <br /> <br />March 18th before the State Water Control Board reported that the Board indicated <br /> <br />its willingness to withhold the issuing of a directive to the City regarding <br /> <br />stream pollution if the City will authorize the preparation of working plans <br /> <br />for the proposed se'Werage system improvements program and so advise the Board. <br /> <br />City Manager Hirst then presented the following recommendations*included in his <br /> <br />memorandum dated March 25, 1958 for Council's consideration at a special meeting <br /> <br />to be held April 1, 1958 for the purpose of deciding how to finance the cost of <br />the plans estimated to cost $110,000 and any other phases of the proposed program. <br /> <br />:""~.."..' <br />=<;:: <br /> <br />,~ <br /> <br />Meanwhile, Council went on record as instructing its consulting engineers <br /> <br />(Wiley & Wilson, Lynchburg, Virginia) to proceed 'With the preparation of the <br /> <br />working plans. <br /> <br />..- <br /> <br />Referring to previous requests of the First Baptist Church that one or both sides <br /> <br />of Starling Avenue be 'Widened from Church Street (Martinsville General Hospital <br /> <br />emergency entrance driveway on East side) to Mulberry street, Council indicated <br /> <br />its favorable reaction to the request provided sufficient funds can be allocated <br /> <br />(estimated at $5,500 East side) in the 1958-59 budget and provided the proposed <br /> <br />widening of Bridge Street from Church Street to Chestnut Street can be accomplished <br /> <br />at the same time. <br /> <br />,.- <br /> <br />Mr. Leon Globman, Chairman of the Citizens Parking Committee, presented his <br /> <br />committee's report in which was recommended that <br /> <br />(1) all on-street one-hour meters be converted to charge five cents for <br /> <br />each half-hour; <br /> <br />* See Insert <br />
