<br />March 25, 1958 <br /> <br />MEMORANDUM <br /> <br />To: <br /> <br />Mayor and City Council <br /> <br />Subject: <br /> <br />Sewerage System Improvement Frogram <br /> <br />Based on the discussions by City Council for several months in the matter and based <br />on the meeting by City representatives with the State Water Control Board, March 18, <br />1958, the following recommendations are made to the Council for consideration in <br />handling the Sewerage Program. <br /> <br />( <br /> <br />1. <br /> <br />The Council authorize the consulting engineers to proceed to prepare detailed <br />plans and specifications for the overall program as outlined in their preliminary <br />report of November 28, 1956, and as was proposed in the bond election of <br />November 5, 1957. <br /> <br />2. The Council levy a sewer service charge on all present or potential users of <br />the sewer system in the City as proposed in the program. The charges would <br />be separate from the water use charges, but would be based on monthly volume <br />of water use by the individual customer. The charges would be an entirely <br />separate scale of sewer charges although for simplicity in establishment of a <br />scale, it may be related percentagewise to the water scale of charges. <br /> <br />Attached as a part of this memorandum is financial analysis of the revenue that <br />would be received with the new sewer scale related to the present water scale <br />at the various indicated percentages. <br /> <br />( <br /> <br />Indicated also is a possible distribution of the revenue directed toward financing <br />portions of the improvement program to the extent the funds would permit. <br />This possible revenue distribution is shown to provide Council with an indication <br />of what might be acc omplished at the various percentages. Payment for the <br />plans and specifications is based on spreading the cost over two years for a <br />total of $110,000. <br /> <br />The principle behind the levying of such a sewer charge on both users and non- <br />users within the City, is that with the purpos e being as indicated, the project <br />becomes a city-wide community program. It is a commencement. to a lesser <br />degree, of the program as was proposed in the bond election. The final plan <br />preparation and possible construction of collector lines and possible escrow would <br />effect the entire community. <br /> <br />3. The new sewer charges would apply at the same scale, as may be established <br />within the City, to present system users outside the corporate limits, which <br />users it would be intended to tie into the overall program.
