<br />sewer system into the City system it may necessitate an agreement upon a <br />different scale or arrangement of charges. <br /> <br />The new sewer service charge would not be applied to properties outside the <br />corporate limits unless the City intended and obligated itself to connecting the <br />property. or the subdivision area in which the property may be situated, to <br />the City system under the general construction program. <br /> <br />4. The City continue to make a monthly charge upon the actual user of the system, <br />inside or outside the City, for the purpose of maintenance, operation and <br />replacement of the present system. This charge would be in addition to the <br />construction program charges as proposed in the preceeding paragraphs. The <br />maintenance charges would be intended to bring in the same revenue the City <br />is presently receiving from its sewer charges. The maintenance charges could <br />be either at the present scale of charges or at a revised scale which is more <br />closely related to water use as shown on the attached sheet No.1. <br /> <br />5. Should Council establish a schedule of charges for the improvement program <br />that would provide funds for new collector lines or for outfalls and plant then, <br />actual construction of phases of the overall program should be commenced as <br />soon as plans and funds permit. <br /> <br />6. Replacement of existing main lines, inadequate or in bad condition, should be <br />commenced as early as funds would permit scheduling of phases of the overall <br />replacement program. <br /> <br />7.
