2f TUESDAY FEBRUARY 11. 1958 -- BE I'll ORDAINED by the Council of the City of Hartinsville, Virginia, in regular meeting assembled, that as provided by the Charter of said City, and for the purpose of providing funds for the maintenance of the streets and highways of said City, there shall be levied and collected a license tax for the City of Martinsville from the owner of every motor vehicle, trailer, or semi-trailer residing in the City of l1artinsvi1le, Virginia, and from everJ non-resident who is the owner of a motor vehicle, trailer, or serni-trailer which is used in a business, employment or profession carried on in said City, other than those exempted by law, for the year beginning }~rch 15, 1958, which license tax shall be as follows: (a) The license tax to be paid by the owner of any motor vehicle used in the transportation of passengers not for compensation shall be six dollars ($6.00) per year; the fee for motorcycles shall be three dollars ($3.00) per year, and two dollars ($2.00) additional for each side car. (b) The license t~~ to be paid on each motor vehiCle, trailer, or semi-trailer kept or used for rent or hire for transportation of passengers or property shall be twenty- five dollars ($25.00) per year. ~..U.'. ~ (c) The license tax to be paid on each motor vehiCle, trailer, or semi-trailer used or designed for the transportation of property shall be twelve dollars ($12.00) per year. One-half of the annual tax prescribed by subsections (a), (b), and (c) above shall be collected whenever any license plates are issued during the period beginning on the 1 st day of October in any year and ending on the 15th day of Januar.r in the SaIne license year, and one-third of such tax shall be collected whenever any license plate is issued after the 15th day of Janua.r.~r in any license year. This ordinance shall not apply to residents of another city, town, or county in the State of Virginia who have paid a similar license tax to the city, town, or county in which they are a resident. The license tax hereby levied shall be due and payable to the office of the City Treasurer or his authorized agent on and after the effective date of this ordinance and the Treasurer or his authorized agent shall supply each licensee with a plate which shall indicate the number of the license and which shall be attached to the vehicle so that the plate shall be in full view at all times. Any owner of a motor vehicle, trailer, or semi-trailer, for which a license tax is required under this ordinance who has not paid the license tax on or before April 15, 1958, or who has operated a motor vehicle, trailer, or semi-trailer on the streets and highways of the City of :t.<1s.rtinsville for a period of thirty (30) days '\-Ii thou t having paid the license tax herein levied, or who fails to display the
