~68 TUESDAY FEBRUARY 11. 1958 Upon inquiry of City Vanager Hirst--Council having viewed the proposed locations of an East-North Roadway--Council authorized the City Vanager to approach property owners for right-of-w~ acquisition negotiations and to report back to Council. V~. Robert H. Vay, Attorney at Law, appeared before Council on behalf of a ntu~ber of local boys in the siArteen-to-eighteen-year age group, requesting the modification of Section 10-27 of the City Code under conditions set forth in the following petition which was supported by the names of the boys and by }Jr. J. S. Lupton who spoke in their behalf: He, the undersigned, who are under the age of 18, with the pernussion of our parents, respectfUlly petition you to amend and modify "Section 10-27 (POOLROOlvS) of lv:artinsville City Code, 1956," so as to permit us to again enter, with our parent's permission, licensed poolrooms in the City of Hs.rtinsville. We make t:his petition on behalf of ourselves and all other boys under the age of 18 who, with the permission of their parents, want to play pool in licensed poolrooms. Our reasons for this petition are: 1. We enjoy the pleasure of seeing our friends while we compete with them in a game of skill. 2. Until very recently, We have had the pleasure of visiting, with our parent's perrrlssion, a licensed pool room in this city. 3. He would like to have this privilege restored to us. 4. We recognize that the law as it is written must be enforced. 5. VIe knml that we cannot regain the privilege unless you modifY the law. Council indicated that it would take the request under advisement. Upon motion, duly seconded and unanimously carried, Council adopted the following motor vehicle license tax ordinance effective }nrch 15, 1958 :
