21

TU ESDA Y

SEPTEMBER 24, 1957

,,-

The purpose of this communication is n21 to propose that the
dty make at its expense any enlargement of the existing hangar
f,pace at the airport. However, since a real need for added
facilities exists, a group of aircraft owners wishes to construct
a tee-hangar at no cost to the city, which will store sj~ planes,
and will be located south of the present hangar on a small tre ct
of land approximately 1-1/2 acres in size which is not at present
included in the property being lee sed to Blve Ridge Airways. A
rough sketch is attached showing the approxirmte location of the
tract of lar..d, and of the proposed Tee-hangar.

,-

The structure wovld be located a minimum of 225 feet from the south
edge of the r"Lmway, and roughly parallel to the runway. The
bvilding would be lS2 feet long, 28 feet deep &"'ld 16 feet high in
the center, sloping to 15 feet at either side. Constnction would
be wood thr01.1gholJt, creasoted inside and ovt, with a tar and felt
roof. Three pla..1'les would be stores on each side of the structure,
with interior partitions dividing off the individual hangar spaces.
'The six doors would eftch be 42 feet wide, spanned by a wood-truss
support si~ilar to that used in the present hangar. Full or partial
sliding doors wOl11d be provided at the option of each plane owner.

~"
i~
:L::I::
'-'

Preliminary estimates indicate a total cost of about $2500 -- $3000.
The group is willing either to give the building to the city
immediately (with repsonable provision for a reduced rental until
the cost is recovered), or to retain title and merely rent the land,
or to acce~t any other arrangement which may be preferred by the city
of' Martinsville which would not work a hsrdship on those who finance
the Tee-hangar. If the city takes over the property at once, the
rental for the land would be increased by an amount sufficient to
meet all insurance and maintenance cherges.

We therefore s11ggest the following for Council's consideretion:

..-

1 - That the city allow the present lessee of the Airport property
the use of the additional tract of land described above, ap-
proximately 1!1/2 acres in extent, at an annual rental of $25.00
per acre.

2 - That the city allow the six-unit Tee-hangar described above,
with such additions as may become necessary in the future, to
be erected on this tract of land at no cost to the city.

J - That the city charge no additional rental due to the presence
of the Tee-hangar unless the city accept title to the structure,
and in that event that the city increase the rental only by an
amount sufficient to defray the cost of insurance and out-of-
pocket expenses for repairs and maintenance of the hangar itself.

4 - That it be understood that the individuals and corporations fi-
nancing the construction of the Tee-hangar have no interest in
the hangar other thWl as a means of sheltering their planes from
the we&ther, and that the hangar will be given to the city at any
time the city may desire, provided only that those financing the
hangar may be permitted to recover the entire cost of the invest-
ment by means of a reduced hangar rental in the event the city
takes the property over.
