<br />1 <br /> <br />TUES DAY <br /> <br />JUNE 25, 1957 <br /> <br />,- <br /> <br />By letter dated June 20, 1957 the Planning Cormnission recommended the rezoning to <br /> <br />"B-1 Commercial" the remainder of property not so zoned in the tract of land owned <br /> <br />by Mr. George L. Nease on South Memorial Boulevard, with a frontage of 331 feet, a <br /> <br />depth of 426 feet on the south line and 260 feet on the north line. Council, there- <br /> <br />upon, called for a duly-advertised public hearing to be conducted on this recommenda- <br /> <br />tion at Council's next regular meeting to be held July 9, 1957. <br /> <br />The City School Board advised that as soon as possible after its meeting being held <br /> <br />this date it will present to Council the requested schedule of financial needs as <br /> <br />related to the Board's school building program approved in the May 31st bond <br /> <br />referendum. <br /> <br />~\" <br />lil~ <br />I~ g <br />lI~ <br /> <br />In response to an inquiry from City departnents concerned, and upon advice of City <br /> <br />Attorney Stone, Council ruled that the ten per cent penalty for late payrrent of <br /> <br />City utility accounts shall not apply to the utility tax imposed by ordinance <br /> <br />adopted June 11th. <br /> <br />By letter dated June 11+, 1957 the State Water Control Board stated as follows: <br /> <br />This is to advise that, in accordance with the ruling of the State Water <br />Control Board as contained in Minute 12 from the proceedings of its meeting <br />on May 27-28, 1957, a hearing will be held starting at 2 P.M. on July 16, <br />1957, at its offices, address as above, to determine if a special order <br />shall be issued to the City of Martinsville directing the City to secure <br />within a specified time, to be determined at the hearing, such operating <br />results as are reasonable and practicable of attainment toward the control, <br />abatement, and prevention of pollution of State waters. <br /> <br />- <br /> <br />Further, in reference to the ruling of the Board in the above stated minute, <br />if the City of Martinsville has, on or before July 1, 1957, presented a <br />definite schedule for carrying out the remaining phases of its pollution <br />abatenent program, the hearing will be postponed. <br /> <br />During the consideration of this letter as well as the proposed sewerage system <br /> <br />improvement program, City Manager Hirst presented an analysis of City water accounts <br />
