Clift, Clerk of the Circuit Court of City do hereby <br />certify that the foregoing is a true copy of the Abstract of Votes <br />given for the Bond Referendum at the Special Election above named, <br />as certified, signed and attested according to lav and deposited <br />in my office. <br /> <br />IN TESTIMONY WHEREOF, I have hereunto set my hand and affixed <br />the seal of said Court. <br /> <br />Jesse D. Clift, Clerk <br />Circuit Court for City of Martinsville, <br />Virginia <br /> <br />City Attorney Stone reported that Judge John D. Hooker has entered a court <br /> <br />order making a matter of record the approval of the bond issue and, also, <br /> <br />giving full authorization to the City of Martinsville to issue and sell or <br /> <br />to negotiate the bonds authorized. <br /> <br />Council then requested the City School Board to prepare and present a <br /> <br />schedule of its building program and construction financial needs in order <br /> <br />to determine whether to issue at one time the entire amount of bonds <br /> <br />authorized. <br /> <br />Further pursuant to the issuance of the school bonds and to help provide funds <br /> <br />to finance debt service on these bonds, Cou-'1cl1 adopted the following <br /> <br />ordinance, effective July 1, 1957, imposing a tax of $1.00 per month on <br /> <br />City utility customers: <br /> <br />BE IT ORDAINED BY 'mE COUNCIL OF THE CITY OF MARTINSVILLE <br /> <br />1. STATEMENT OF POLICY - It is the purpose and policy of the City <br />of Martinsvil1e in enacting this ordinance imposing a tax on <br />the users of electricity and water within the City of <br />Martinsvi11e to equalize, as far as practicable, the burden <br />of taxation among its citizens. <br /> <br />2. DEFmITIONS: The following words and phrases, 'When used in <br />this ordinance, shall for the pu_rpose of this ordinance, have <br />the following respective meanings except where the context <br />clearly indicates a different meaning. <br /> <br />(a) The word "person" shall include individuals, firms, partner- <br />ships, associations, corporations, and combinations of <br />individuals of whatever form and character. <br />
