Councilman Hill, who made the repeal motion, explained that in doing so he took into consideration the basis upon which the tax was first imposed as well as the facts that local theater operators already are paying all the kinds of taxes imposed on other businesses and, too, the theory that the public would be receiving the tax relief inasmuch as the admission tax has always been imposed on the public--the amusem~nt businesses being the collector for the City.
