Y <br /> <br />DF..cEMBER 12. 1961 <br /> <br />State-wcal Hospitalization program for medically-indigent) bJ the sum of <br /> <br />$1,136.31, to provide fW1ds (of $2,596.78) to off-set an over-expenditure in <br /> <br />the medically-indigent hospitalization account. <br /> <br />Upon recommendation of City Manager Hirst, COW1cil put into motion procedures <br /> <br />necessary to amend the City Charter whereby paragraph 33 of Section 2 of <br /> <br />---- <br /> <br />Chapter 1 of the City Charter might be amended to read as follovls: <br /> <br />An Act to amend and reenact #2 (33) of Chapter 193 of the Acts of <br />Assembly of 1950, approved March 14, 1950, which provided a new <br />charter for the City of Hartinsville, the amended section relating <br />to the power of eminent drnnain of the city. <br /> <br />Be it enacted by the General Assembly of Virginia: <br /> <br />1. That #2 of Chapter 193 of the Acts of Assembly of 1950, approved <br />March 14, 1950 be amended and reenacted as follows: <br /> <br />#2 (33) The city council shall not take or use any private <br />property for streets or other public purposes without making <br />the owner thereof just compensation for the same; but it cases <br />wher(~ the COW1ciJ cannot by agreement obtain title to the groW1d <br />for such pruposes the council may exercise the power of eminent <br />domain, as prOvided by law; and to have an the powers provided <br />in #15-77.60 to #15-77.63, inclusive, of the Code of Virginia, <br />as in force on January one, nineteen hundred sixty, which is <br />incorporated herein by reference. <br /> <br />2. Am. emergency exists and tl'is act is in force from its passage. <br /> <br />Also upon reconnnendation of Ci tJT M9.nager Hirst and the Health Department, Council <br /> <br />adopted the following ordinance amending Section 2-5 of Article II, Chapter 2, of <br /> <br />the City Code, as amended, revising dog vaccination regulations: <br /> <br />BE IT rnDAINED by the COW1eil of the City of Martinsville, Virginia, <br />in regular session assembled this 12th day ~ December, 1961, that <br />Section ~~-5, Article II, of Chapter 2, of the Code of the City of <br />Martinsville, Virginia, enacted July 23, 1957, as the Code of the <br />City of Martinsville, VFginia, 1956, and as amended, said Chapter 2 <br />titled "Animals and Fowl", Article II thereof titled "Dogs", be further <br />amended and re-enacted to read as follows: <br /> <br />Section 2-5. It shall be unlawful for any person, firm or <br />corporation to own, keep, hold or harbor any dog, over the <br />age of 4 months, within the City of Martinsville, Virginia, <br />
