City Manager Hirst reported that a conference has been scheduled for members of Council with the State Commission on Local Debt, in Richmoni, Virginia, Tuesday, November 21, 1961, at 10:00 A.M., for the purpose of considerirg the Commission's assistance in the proposed marketing of Sewer Revenue Bonds. City Manager Hirst reported that arrangements have been worked out between the owners of property--other than the City--on Grand View Road, outside the corporate limits, ani the State Depar"bnent of HighwBi}'"s, to secure paving of this street on a shared-cost basis. Upon motion, duly secorrled and unanimously carried, Couroi1 approved the City's participating in the street-paving project, based on the City's front-footage on said street as related to the total, at a total cost of $35.16 to the City. /"""' Upon reconm:!ndation of City Manager Hirst, Council directed that the Cities Service Oil Comparv be notified in writing that the City of Martinsville desires to terminate its lease agreenent, dated April 12, 1955, whereby Cities Service Oil Company has
