<br />J84 <br /> <br />TUESDAY <br /> <br />NOVEMBER 1h, 1961 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martins vi lle , <br />Virginia, with Mayor J. Frank Wilson presiding, was held in the Council Chamber, <br />City Hall, Tuesday, November 14, 1561, at 7:15 P.M., all menDers beiqs present, <br />viz., Mayor J. Frank Wilson; Vice-Mayor Fred T. Renick; Thomas J. Burch; E. E. <br />Stone; and Harry L. Boaz. <br /> <br />After the invocation, the Council approved as read the minutes of its regular <br />meeting held October 24, 1961, and of its special meeting held October 31, 1961. <br /> <br />Operators and commissi on merchants representing the local tobacco warehouses <br /> <br /> <br />appeared before Council and presented a comparison of business license taxes <br /> <br /> <br />charged such operators and commission merchants by various other localities in <br /> <br />which competitive tobacco markets are operating, in support of the local <br /> <br />co~~ssion merchants' petition for business license tax relief. Council continued <br /> <br />the petition for consideration. <br /> <br />Subject to the approval of City Attorney Cubine as to legal terminology, Council <br />approved for execution by the City a contract with the developers of Whittle <br />Acres, located on an extension of Whittle Road outside the corporate limits south <br />and southwest of Mulberry Road, providing for the extension of City utilities and <br />providing for street improvements in accordance with the City's Subdivision <br />Ordimnce. It was noted that the developers' petition has already been approved <br />by the Planning Commission as to subdivision requirements. <br /> <br />Council approved, on a non-obligated basis, the followi~ tentative and estimated <br />requirements of the City's ~partment of Public Welfare far the fiscal years <br />ending Jum 30th, as follows, for presentation to the State ~partment of Welfare <br />and Institutions: <br />
