Easterly appeared before Council and reported on his recent

appearance (as a guest speaker) before and attendance at the International Association

of Fire Chiefs' meeti ng in ~troit, Michigan.

City Manager Hirst reported that the acquisition of necessary remaining right-of-way

for the reconstruction of Routes 57 and 58--from Booker Road to Bob Gregory street--

is in its final stages and, accordingly, the Virginia ~partment of Highways expects

to advertise for bids for this construction project in the immediate future.

City Manager Hirst brought to Council's attention an apparent lack of compliance on

the part of a number of local downtown business establishments with the City's refuse

regulations and, by such non-compliance, are not only making for unsightly conditions

but also are increasing the cost of refuse collection by the City because of the

additional time required of City personnel and equipment to service these establish-

ments. Council concurred in the suggestion that these firms or individuals be

notified in writing that compliance will be enforced.
