S. Chaney, lessor of the property, requested a temporary rezoning of <br />the locat.ion to permit the operation of an antique-and-jnterior decorating <br />shop somewhat on a trial basis. Council referred this petition to the <br /> <br />Planning Commission for its consideration and recommendation. <br /> <br />To permit a new crossing of a City-owned electric line across the Norfolk & <br /> <br />Western Railway Company's right-of-wa:r at Broad Street, Council approved for <br /> <br />City Manager Hirst's execution an agreement with said Norfolk & Hestern RaihTay <br /> <br /> <br />Company. <br /> <br />Council congratulated a;}d commended the City of Martinsville Fire Department, <br />including its Volunteer Company, with appreciative ackn01..rJ.edgement of the <br />assistance of volunteer fire companies in Henry Counvy, upon being a,.mrded <br />first place among all competing cities in. the Unite" States for its 1960 fire <br /> <br />prevention program. <br /> <br />Council also cOITrrnended the Police Department not only for its record-keening <br />but also for a decrease during 1960 over 1959 in significant phases of traffic- <br />accident investigation and reporting. <br /> <br />CHy Manager Hirst briefly referrerJ to tho City's mandatory retirement program <br /> <br />and policy and, in add~tion, recommended--to which Council concurred--that some <br /> <br />01fioial and apnropriate recognition be given to City employees as they retire. <br />
