Buckner, of 413 East Church Street, to membership on the Human <br /> <br />Values Commission for a three-year term expiring January 31, 1964. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted the <br /> <br />following resolution appointing City Attorney Irvin W. Cubine as attorney <br /> <br />and agent, with authorization to institute condemnation proceedings against <br /> <br />l~s. Erie Sue Ramsey, in connection with right-of-way acquisition necessary <br /> <br />to the reconstruction of Routes 57 and 58, in East Martinsvil1e, which <br /> <br />resolution supersedes a resolution of similar intent adopted April 21, 1960: <br /> <br />WHEREAS, Marvj.n L. Hill, duly anpointed Right-of-1.Jay Negotiator for <br />the City of Mlrtinsvil1e, the Corrrrnonvlealth of Virginia, and the <br />Federal Government, in connection ,,6th the improving and widening <br />of U. S. Route 58 and Virginia Route 57 vrithin the corporate limits <br />of the City of Martinsvil1e and between Booker Road and Bob Gregory <br />Street, by letter dated April 19, 1960, advised the Council of the <br />City of Martinsville that he has exhausted all available means within <br />the limitations of his authority, without success, tm'lards purchasing <br />the fee simple title to that certain parcel of land owned by Mrs. Erie <br />Sue Ramsey and known and described as Parcel No. 043 as right-of-way <br />for the aforementioned construction project; and <br /> <br />WHEREAS, said strip or parcel of land is necessary for the construction, <br />re-construction, alteration, and T1'aintenance of said street; now, <br />therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Mlrtinsville, Virginia, <br />in regular meeting held January 24, 1961, that on behalf of the <br />governments hereinabove mentioned Irvin W. Cubine, ar attorney at law, <br />be and js hereby appointed attorney and agent \.rith authorization to <br />irstitute and conduct condemnation proceedings to acquire said land in <br />fee simple, together with necessary easements, and as its attorney to <br />make oath to the petition, all in accord vri th the statutes in this <br />State and the provisions of the Charter of the City of Hartinsvi11e, <br />Virginia, in such cases made and provided. <br /> <br />At City Hanager Hirst's suggestion, cmlncil scheduled a conference with <br /> <br />representatives or Wiley & Wilson, Consulting Engineers, tentatively for the <br /> <br />afternoon of February 7, 1961, to consider nroblems and plans for meeting <br />
