<br />( <br />... <br /> <br />THURSDAY <br /> <br />OOTOBER 29. 1959 <br /> <br />"",,-" <br /> <br />Upon motion, duly seconded and unanimously carried, Council tentatively approved <br />the Thoroughfare Plan presented by the Planning Commission on July 28, 1959. It <br /> <br />was understood that with this approval the Planning Commission can proceed with <br /> <br />its further study and development of plans in the direction begun by the <br /> <br />Thoroughfare Plan. <br /> <br />/- <br /> <br />Noting that a vacancy exists in the membership of the City's Board of Zoning Appeals, <br /> <br />Council invited the Board to present or recommend nominees for Council's consideration <br /> <br />in filling the vacancy. <br /> <br />City Manager Hirst informed Council that State Adjutant-General Crmnp recently <br /> <br />visited MartinsvUle and viewed the several sites proposed for the location of a new <br />National Guard Armory and, as a result, has requested that copies of maps of the <br />several sites be furnished him for further study. <br /> <br />City Manager Hirst presented a letter--the following being a copy thereof--dated <br />October 23, 1959 fram. the State Water Control Board which instructed Council's <br /> <br />.,""'- <br /> <br />representative to appear before the Board in Richmond, Virginia, November 24, 1959: <br />Following is draft of a minute from the proceedings of the" Board at its meeting <br />on October 6, 1959: <br /> <br />- <br /> <br />Minute 3 - Ci tv of Martinsville <br /> <br />At the meeting of the Board on March 18, 1958, a hearing was held to <br />determine whether a special order should be issued to the City of <br />Martinsville to seeure wi thin a time to be determined at the hearing <br />such operating results as are reasonable and practicable of attainment <br />toward the control, abatement, and prevention of polution of State <br />waters. Following the hearing, the Board ruled that it would continue <br />the hearing until its next meeting. <br /> <br />()). the basis of the City's letter dated April 24, 1958, the staff recom- <br />mended, and the Board agreed at its May 21, 1958 meeting, that the <br />hearing be further continued. This letter stated, in essence, that <br />(1) engineers had been authorized to prepare working plans and speci- <br />fications covering needed sewerage improvements, the completion of <br />which would take 15 to 18 months, and (2) a revised schedule of sewer <br />
