<br />~6 <br /> <br />THURSDAY <br /> <br />OOTOBER 29. 1959 <br /> <br />service charges had been adopted by the City "to assist in the <br />financing of the sewerage system and improvement program." <br /> <br />Further information concerning the City's efforts to carry out its <br />sewerage improvement program consists mostly of newspaper clippings. <br /> <br />These show that: <br />(1) At a COlIDCil meeting in October 1955 "a motion for another <br />sewer bond election in Martinsville died... for lack of a second." <br /> <br />(2) At a November 1955 Council meeting it "adopted a recommendation <br />calling for the construction of a new sewer line along Indian Trail <br />to service the new Druid Hills elementary school...n and "The City's <br />share of $31,890.96 will come from an estimated $51,000 raised by <br />increased wter taxes for sewer improvements." <br /> <br />(3) At two Council meetings in May 1959 the question of another bond <br />referendum to finance sewerage improvements ws considered, but <br />"the matter was ... laid over for consideration while member (s ) <br />digest a report on what to expect in the way of expenditures and <br />income should a vast sewerage improvements program be launched .... <br />The City Manager said at the latter of these two meetings "that current <br />sewer charges based on water consumption have brought into the City <br />$136,132.21 since going into effect last June 1 (195S)..." The City <br />Mmager also gave Council, at this meeting, additional data on financing <br />several alternate sewerage improvement programs. <br /> <br />(4) At a July 1959 Council meeting the City Manager was instructed to <br />get figures on how to finance the sewrage improvement project. <br /> <br />A Regulation No.1 report dated January 5, 1959 from the City stated: <br /> <br />"Funds for the program are being accumulated by virtue of <br />the new sewer service charges imposed in June 1955. Wiley <br />& Wilson, consultants for the City, are and have been for <br />some months preparing detailed final plans and specifications. <br />Acquisi tion of plant site by City has been delayed due to death <br />of one joint owner and negotiations with other owner. Acquisition <br />activity now, however, moving forward." <br /> <br />Under "Plans for future progress. this same report stated; <br /> <br />"Continuation of above progress to date. City Council is <br />discussing a schedule for a second bond election, time <br />required by law following first election having expired." <br /> <br />The Board was dissatisfied with the progress made by the City of Martinsville <br />and directed that the formal hearing originally held on March 1 S, 1955, be <br />resumed at its next meeting on November 24, 1959, unless, in the meantime, <br />a bond referendum for the construction of needed sewerage facilities is <br />passed. <br /> <br />This is to advise you, therefore, that a hearing as above directed by the Board <br />will be held beginning at 3:30 P.M. on November 24, 1959, at the Board's <br />offices at 415 W. Franklin Street, Richmond. <br />
