}4

THURSDAY

OCTOBER 29. 1959

Council agreed to view the property and terrain along Smith Road as a part of its
consideration of the curb-and-gutter-and-widening request, meanwhile suggesting
that study be given towards improving and controlling traffic movement along
Fayette Street. Council, then, by a recorded and unanimous vote, appropriated
from its General Fund Emergency Account the sum. of $850.00 for the employment
of a ttpatrolmother" for the remainder of the current school year.

City Manager Hirst and Mr. Wilbur Doyle, of Doyle Ready-Mix Concrete Company, Inc.,
reviewed a contract between the City and Mr. Doyle's firm--executed in May of 1956-
in connection with the Doyle request that Council release the Doyle Company from
the portion of the contract providing for a right-of-way easement to the City from
Brookdale Street (Old Danville Road) around the southeast boundary of the Doyle
property. Council took no action on the release request-indicating that it will
withhold action on said request pending the presentation of definite plans for the
development of the entire Doyle property-but did agree to view the property in an
effort to determine the value to the City of the right-of-way easement.

Mayor Shultz, reporting on his re cent meeting with the Henry County Board of
Supervisors in connection with a suggestion that a joint airport development
commission be established, informed Council that the Board of Supervisors instructed
County Connnonwealth's Attorney Kenneth Covington to confer with City Attorney Taylor
towards the preparation of an organizational plan for such a commission.

Upon motion, duly seconded and unanimously carried, Council expressed its
appreciation to the Appalachian Power Company for its recent comprehensive
appraisal of the City's electric utility system--conducted at Council's inv1<tation--
and, also, rejected the purchase offer for the system submitted by' Appalachian on
August 25, 1959, instructing City Manager Hirst to so advise Appalachian by letter.
