<br />9 <br /> <br />TUES IlA.Y <br /> <br />OCTOBER 13, 1959 <br /> <br />Pursuant to Council's September 29th request, City Manager Hirst presented the <br /> <br />following suggested revision to the City's shared-cost curb-and-gutter-and/or- <br /> <br />sidewalk construction policy, which would provide for the granting of variances <br /> <br />to said policy in certain situations and which Council unanimously approved and <br /> <br />accepted: <br /> <br />..- <br /> <br />INSERTION #1 <br />Where there exists a lot which comprises a portion of a duly-recorded <br />subdivision and 1mich abutts the street in which the curb and gutter or <br />sidewalk is requested, and where said lot in addition aubtts another street <br />being thereby com idered a double-frontage lot, the lot owner shall be <br />assessed at a rate of $0.85 per foot of frontage aubtting the street in <br />which the improvement is requested, except under the following condition: <br />In the event the dimensions and area of the lot are such that the lot can <br />not be re-subdivided into two or more lots, each consistent in dimensions <br />and area with the minimum requirements of the Martinsville Land Sub- <br />division ordinance, then owner-participation in curb and gutter or side- <br />walk construction along what is accepted as ar would be considered the <br />back line or rear frontage of the lot may be allowed at $0.35 per lineal <br />foot. <br /> <br />INSERTION #2 <br />The prior participation by or basis of prior participation of aru <br />owrer of property in curb am gutter or sidewalk construction, under aru <br />previous policies and regulations of the City, shall not in any way <br />cons titute reason for variation from the provisions or conditions of this <br />ordi nance . <br /> <br />Mr. Ralph E. Seidle, President of the Martinsville-Henry County Airport Develop- <br /> <br />ment Corporation, appeared before Council and, after describing the type and <br /> <br />cost of various improvements made to the Airport (at no direct cost to the City), <br />requested that Council waive the annual rental of $718.75 specified in the <br /> <br />several contracts with the airport group. Council took no action on the specific <br /> <br />request but referred the request and related matters for study to a special <br /> <br />committee composed of Councilmen Burch and Wilson. Meanwhile, Council indicated <br /> <br />a definite interest in attempting to set up with the Henry County Board of <br /> <br />Supervisors and the airport gr'oup a joint conunission far the purpose of developing <br /> <br />plans for future airport development in this area. <br />
