<br />7 <br /> <br />TUESDAY <br /> <br />SEP'IEMBER 8, 1959 <br /> <br />City Manager Hirst informed Council that his study and report on the City's electric <br /> <br />utili ty are nearing completion and will be presented to Council within the next few <br /> <br />days . <br /> <br />Ci ty Manager Hirst then presented a proposed financing schedule for sewerage system <br /> <br />improvements as contemplated under "Plan D" previously presented to Council. <br /> <br />City ManagE~r Hirst, next, informed Council that the State Department of Highways <br /> <br /> <br />has temporarily deferred the proposed reconstruction of Routes 57 and 58, between <br /> <br />Booker Road and Chatham Road, pending receipt of Federal funds past due. Upon <br /> <br />recommendation of the Manager, how.ever, Council authorized the completing of right- <br /> <br />of-way appraisals for the project, indicating to the Department of Highways that <br /> <br />the City will finance the cost of such appraisals with the understanding that the <br /> <br />City will be reimbursed when the project is undertaken. Council, also, approved <br /> <br />a cross-section plan presented by the City Manager wherein no parking will be <br /> <br />allowed on the reconstructed street or highway and a sixteen-foot median strip <br /> <br />will be provided instead of the usual four-foot street. <br /> <br />Upon motion, duly seconded and unanimously carried, Council amended Sections 16-43 <br /> <br />and 16-45 of the City Code by the following ordinances which were declared in <br /> <br />force immediately: <br /> <br />AN ORDINANCE AMENDING SECTION 16-43 OF THE CODE OF THE CITY OF MARTHBVILlE, <br />VIRGINIA, 1956, AND AS AKENDED, BY ADDING THE FOLLOVIING AS PARAGF.A?H THREE <br />OF SAID SEC TION <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, that <br />Section 16-43 of the Code of the City of Martinsville, Virginia, 1956, and <br />as amended, be and is hereby amended to include and provide that: <br /> <br />The City Manager may, at his discretion, issue an applicant for a driver's <br />certificate a temporary driver's certificate.
