<br />t <br />c <br /> <br />TUESDAY <br /> <br />AUGUST 11, 1959 <br /> <br />- <br /> <br />Subsection (c). Pressure. Gas Pressure, as measured at the outlet of the <br />Grantee IS service to any consumer, shall never be less than four inches of <br />water column, to be determined as herein provided. The Grantee shall install <br />and maintain a reasonable number of graphic recording pressure gauges at <br />points in the distribution system as necessary to determine average pressure. <br />Subsection (d). Meter Accuracy. All gas s erv:ice shall be supplied <br />through a meter which shall accurately measure the amount of gas supplied to <br />any consumer. The consumer shall supply a safe and proper place for the <br />installation of each such meter. Meters shall be tested for accuracy by the <br />Grantee upon the request of any consumer who believes his meter to be inaccu- <br />rate. If, upon test, it appears that such meter overruns to the extent of 3 <br />per cent or mare, the Grantee shall pay the cost of such tests and shall make <br />a refund for overcharges collected since the last known date of accuracy but <br />for no longer than six months, on the basis of the extent of the inaccuracy <br />found to exist at the time of the tests. If, when any meter is tested upon <br />the damand of a consumer, it is found to be accut'ate or slow or less than 3 <br />per cent fast, the Grantee may require the consurr.er to pay the reasonable cost <br />of such testing. Every meter, whether complained of by a consumer or otherwise, <br />shall be removed from service at least once each seven years and thoroughly <br />tested for its accuracy. Any meter found inaccurate upon any test beyond a <br />tolerance of 2 per cent shall not be returned to service until properly adjusted. <br /> <br />--- <br /> <br />Section 7. Use of Streets. <br />Subsection (a). General Control and Location of Gas Mains and Pipes. <br />The Grantee, in any opening it shall make in the streets in the City, shall be <br />subject to the provisions of this franchise, and to all applicable ordinances <br />and regulations. The City reserves the right by resolution or otherwise to <br />designate the location of any gas mains or gas service lines, with reference <br />to other municipal street facilities such as se....ler and water mains, electric <br />poles and lines and other services, in such a manner as to promote the public <br />safety and to protect public proper-ty. The Grantee shall not have the right <br />to lay its gas mains ar pipes in the same di teh in which water or sewer lines <br />or pipes are laid unless it shall secure the written consent of the City in each <br />specific instance. The Grantee shall so construct and locate mains and pipes as <br />not to interfere with the construction, location, and maintenance of sewer or <br />water cormections or sewer or water mains. Any designation of location autho- <br />rized herein shall be accomplished by the City so as not unnecessarily to delay <br />the Grantee - in any of its operations. The City also reserves the right to <br />approve the locations if within the City of any new regulator station of the <br />Grantee and of any mains carrying a pressure of 25 pounds or more, but such <br />approval shall not be unreasonably withheld. <br />Subsection (b). Disturbance of Streets - Restoration. <br />(1) The City Council may require that written permits, in any or all <br />cases, be obtained by the Grantee from the Director of Public Works of the <br />City, whenever it becomes necessary to excavate in the public streets or public <br />grounds of the City in order to install, construct, extend, or repair any of <br />the Grantee's gas mains ar pipes or services now located, or to be in the future <br />located, therein or thereon. Such permits, if required, may be applicable to <br />any or all types of excavations as prescribed by the City Council. Such permits, <br />further, shall state the particular part or point of the street where said <br />excavation is to be made and the length of time in which such permit shall <br />authorize such work to be done. An exception to requirement for permit shall <br />be made in cases of emergencies involving public safety. <br />
