<br />TUESDAY <br /> <br />~:,~ 1959 <br /> <br />I realize there have been changes in C oum iJmen since September, <br />1956; however, I believed then and also now believe our CounciJmen are <br />men of good character, having high morals, willing to serve for <br />principle and justice. <br /> <br />The agreement reached and work authorized relative to the opening <br />of Zee street on September 25, 1956, was based on facts and without <br />political pressure or neighborhood petitioning; frankly, I am a poli- <br />tical novice and have no aspiration toward this field of activity. <br />The existing facts relative to this section of Zee Streot are essenti- <br />ally the same as they were in September, 1956, with these exceptions: <br />1. The encroachments have been removed (April 8, 1959). <br />2. The Street area has been surveyed (Fall of 1958). <br />3. Some grading was done by the City (April 6, 193 9). <br /> <br />Zee Street is adjacent to ~ property line for a distance of two <br />hundred and twenty-~ro (222) feet and extends directly across Jefferson <br />Cirole, affording me free access to the side and back of my lot and <br />across Jefferson Circle to Stratford Court and the City Park. When I <br />purchased my house and lot, March 2h, 1956, T. J. Burch and Company was <br />serving as Realty AGents for Martimville Realty Corporation, and Mr. <br />T. J. Burch assured me at that time the Street could never be closed <br />without my agreeing to the action. <br /> <br />I am proud to be a citizen of Martinsville and that I own a IIcorner <br />lotll adjacent to Zee Street, and I urGe this Council to set BBide any <br />~ or .l2etitio~ that it may receive requesting the closing, or will <br />cause delay in the developments that have long been scheduled and <br />recently started to develop this section of Zee Street. It is recognized <br />that Zee Street is only thirty (30) feet wide; however, I "rish to point <br />out another section of the same street (same name and vridth) is paved and <br />apparently serving Stratfard Court and the City Park satisfactorily. <br /> <br />It is apparent that those having a desire to close this section of <br />Zee Street are interested primarily in having it done to enhance the value <br />of others' property at the expense of my property. <br /> <br />I earnestly suggest that this Council take the necessary action to see <br />that the Public Works Department promptly carry out the developments which <br />were agreed upon and was started April 6, 1959: <br />1. Grading twenty (20) feet, the center portion of the Street area. <br />2. Placing base stone on the surface. <br />3. Prevent long periods of double or triple parking causing a <br />II traffic blockll. <br /> <br />Subsequently, Mr. I. Yi. Ramsey stated before Council that he had no interest in <br /> <br />gaining additional land by the reverting of this street to adjoining property <br /> <br />owners, that he hoped there would be no ill 'will among the property owners, and <br /> <br />that at no time had traffic been obstructed on this street.
