<br />Mr. R. R. Young, Jr., and other members of the Martinsville-Henry County Bar
<br />
<br />Association, presented the following resolution--which Council endorsed and
<br />
<br />adopted--requesting the establishing by the 1966 Virginia General Assembly of
<br />
<br />a Corporation Court for the City of Martinsville:
<br />
<br />WESREAS, the Seventh /(icial Circuit of Virginia is composed of the
<br />Counties of Patrick and Henry and the City of Martinsville, having a
<br />combined population as of July 1, 1964 of over 80,000 people; and
<br />
<br />WHEREAS, the commercial development in this area has been phenomenal
<br />in recent years and has brought to this Circuit five large shopping
<br />centers and related business establishments necessary to accommodate
<br />the influx of population, which comes not only from areas included
<br />in the Seventh Judicial Circuit, but from surrounding counties and
<br />from the State of North Carolina; and
<br />
<br />WHEREAS, the growth of business and influx of population has created
<br />a substantial increase in the work load of the Court for this area,
<br />both in civil and criminal matters; and
<br />
<br />WHEREAS, the case load for the courts in this Circuit in 1964 was as
<br />follows:

<br />and from all indications and available surveys the total corresponding
<br />figures for 1965 will be increased over 1964; and
<br />
<br />~IEREAS, the Seventh Judicial Circuit record of 2,739 cases commenced in
<br />1964 ranks second in the Commonwealth, only to the Sixteenth Judicial
<br />Circuit consisting of five (5) judges with a total load of 4,587 cased
<br />commenced, or an average of 918.2 cases per judge; and
<br />
<br />~1EREAS, there exists in the Commonwealth at the present time one 5-judge
<br />circuit, one 3-judge circuit and seven 2-judge circuits, as well as
<br />numerous Corporation, Hustings and other courts, and it is apparent that
<br />the judge of this Circuit has the greatest case load in the State; and
<br />
<br />W~EREAS, the judge of this Circuit, making use of all available day-time,
<br />of necessity must consider chancery matters at night; still our docket has
<br />gotten to a point where we are approximately 12 months behind in reaching
<br />civil cases for trial, the result of which creates a severe hardship on
<br />litigants, the Court and its officials; and, with the case load of the
<br />Court increasing rapidly year by year, and because of the expansion and
<br />development of the area, this condition will become more acute with the
<br />passage of time; and
