<br />4 <br /> <br />TUESDAY <br /> <br />DECEMBER 28, 1965 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor J. Frank Wilson presiding, was held Tuesday, December 28, 1965, beginning <br /> <br />at 7:30 P.M., in the Council Chamber, City Hall. All members of Council were present, <br /> <br />viz., Mayor J. Frank Wilson; Dr. F. T. Renick, Vice-Mayor; Harry L. Boaz; Thomas J. <br />Burch; and E. E. Stone. <br /> <br />A~ter the invocation, Council approved as recorded the minutes of its regular meeting <br /> <br />held December 14, 1965. <br /> <br />In connection with a rezoning petition submitted November 23, 1965, by Appalachian <br /> <br />Power Company, Mr. W. R. Broaddus, III, Attorney at Law and Counsel for petitioner, <br /> <br />appeared before Council to report that an exchange of property by Appalachian (or a <br /> <br />proposed relocation of its planned electric substation) is in process and, therefore, <br /> <br />the petition referred to the Planning Commission should so note and be amended. Council <br /> <br />advised that this information would be relayed to the Commission for its consideration <br /> <br />and recommendation. <br /> <br />.,...- <br /> <br />In anticipation of the issuing by the City of $1,200,000 Sewer Bonds already authorized, <br /> <br />Council approved the renewing of notes (for a period of three-to-four months) representing <br /> <br />funds (of $550,000.00) borrowed locally in July of 1965, which notes will become due in <br />January of 1966. <br /> <br />,- <br /> <br />Referring to the letter of complaint received by Council at its December 14th (1965) meeting <br /> <br /> <br />from residents of Virginia Street, Council referred a certain phase of this complaint to the <br /> <br /> <br />Health Department for investigation and report, i.e., as to whether conditions constitute a <br /> <br /> <br />health hazard. In any event, Council indicated that steps should be taken, as necessary, <br /> <br />to require the owner of one tract of property to abate and/or correct "unsightly" conditions <br /> <br />on this property. <br />
