<br />l66 <br /> <br />TUESDAY <br /> <br />OCTOBER 26, 1965 <br /> <br />After receiving a status report from City Attorney Cubine, Council <br /> <br />continued for further consideration a proposed bond referendum on the <br /> <br />question of issuing City bonds to finance the construction of a new <br /> <br />municipal building or facility on City-owned property on the south side <br /> <br />of West Church Street. <br /> <br />Council referred to the Planning Commission, for subsequent opinion by <br /> <br />City Attorney Cubine, the question arising over the proposed conducting <br /> <br />of palmistry by a Mrs. Ruby Costello at 209 Broad Street. <br /> <br />On petition by Mr. W. R. Broaddus, III, Attorney at Law, on behalf of <br /> <br />Mrs. Erie Sue Ramsey, Council authorized the exchange of a small tract of <br /> <br />land or right-of-way owned by the City in the area of Boden Street (Route <br /> <br />58 East), by quit-claim deed, for a small tract in the same area (adjoining) <br /> <br />owned by Mrs. Ramsey, the effect of which will provide street frontage for Mrs. <br /> <br />Ramsey's property. <br /> <br />With prior approval of the Planning Commission, Council approved the petition <br /> <br />for water and sewer service for the Martinsville Convalescent Home (now under <br /> <br />construction), located on the north side of Spruce Street Extended outside the <br /> <br />City's east corporate limits, subject to the following conditions: <br /> <br />(1) That petitioner establish covenants, to be recorded, which <br />would serve to zone its property as L1R-6 Residential!!, subjecting <br />same to all requirements for its particular use in such district~ <br /> <br />(2) That contract be entered into, pursuant to requirements governing <br />the furnishing by the City of utility services outside the <br />corporate limits; and <br /> <br />(3) That improvements constructed on said property conform to the <br />City's Building Code. <br />
