<br />:62 <br /> <br />TUE'SDAY <br /> <br />OCTOBER 12. 1965 <br /> <br />City Manager Hirst informed Council that the lease between Mr. Benton S. <br /> <br />Blackard and the John R.Smith Estate, which lease the City acquired with <br /> <br />the Smith Estate property, will soon expire and is in process of being <br /> <br />re-negotiated, subject to the wishes of Council. Mr. Hirst stated, too, <br /> <br />that there is general mutual agreement on the terms of the renewal draft, <br /> <br />as prepared by City Attorney Cubine; however, there remains unresolved the <br /> <br />matter of maintenance of the hard-surface of the parking lot being operated <br /> <br />by Mr. Blackard on this property. Council indicated that it might agree to <br /> <br />some temporary maintenance of the surface and to making available additional <br /> <br />land to the rear of the present parking lot in the event the City conveys <br /> <br />fron tage to the U. S. Post Office Department. Council specified, meanwhile, <br /> <br />that the lease agrement should provide the City the right to terminate the <br /> <br />lease upon ninety days' written notice. <br /> <br />Council acknowledged and reviewed annual reports prepared by the State1s <br /> <br />Division of Weights and Measures, covering its inspection of--and action on-- <br /> <br />various weighing and measuring devices in Martinsville. <br /> <br />Expressing wholehearted agreement with City Attorney Cubine's suggestion, <br /> <br />Council directed that necessary procedures be instituted toward calling for <br /> <br /> <br />a bond referendum in the near future on the question of issuing $900,000 in <br /> <br />City bonds to finance the construction of a new municipal building (or City <br /> <br />Hall) on West Church 'Street properties owned by the City, which sum would <br /> <br /> <br />include the City's share of the estimated cost of a jail facility under <br /> <br /> <br />joint ownership and operation by the County of Henry and the City of <br /> <br /> <br />Martinsville. <br />
