:62 TUE'SDAY OCTOBER 12. 1965 City Manager Hirst informed Council that the lease between Mr. Benton S. Blackard and the John R.Smith Estate, which lease the City acquired with the Smith Estate property, will soon expire and is in process of being re-negotiated, subject to the wishes of Council. Mr. Hirst stated, too, that there is general mutual agreement on the terms of the renewal draft, as prepared by City Attorney Cubine; however, there remains unresolved the matter of maintenance of the hard-surface of the parking lot being operated by Mr. Blackard on this property. Council indicated that it might agree to some temporary maintenance of the surface and to making available additional land to the rear of the present parking lot in the event the City conveys fron tage to the U. S. Post Office Department. Council specified, meanwhile, that the lease agrement should provide the City the right to terminate the lease upon ninety days' written notice. Council acknowledged and reviewed annual reports prepared by the State1s Division of Weights and Measures, covering its inspection of--and action on-- various weighing and measuring devices in Martinsville. Expressing wholehearted agreement with City Attorney Cubine's suggestion, Council directed that necessary procedures be instituted toward calling for a bond referendum in the near future on the question of issuing $900,000 in City bonds to finance the construction of a new municipal building (or City Hall) on West Church 'Street properties owned by the City, which sum would include the City's share of the estimated cost of a jail facility under joint ownership and operation by the County of Henry and the City of Martinsville.
