4t TUESDAY OCTOBER 12. 1965 - extending to W. M. Bassett Furniture Company off Rives Road, and for the construction of a culvert under Spruce Street near Jefferson Circle, for which latter project negotiations with property owners involved are in process. ,- City Manager Hirst also informed Council that negotiations with Mrs. Elsie S. Watt and the Camp Branch Corporation are under way toward preparing a new lease (for f~ve years' duration) for the use of property off Mt. Olivet Road by the Ci~y's Prison Farm for its quarry operations, which lease ~uld replace the lease formerly in effect. Upon being informed of the need for the replacing of a water line along Spruce Street from Prospect Hill Drive to Berkshire Place, Council authorized the proceeding with the preparation of plans therefor (approximately 2,300 feet of line at total cost of $9,400.00), relating these plans to plans for the straightening and realigning of Spruce Street. City Manager Hirst called Council1s attention to the need for updating Sections 9-90 and 9-91 of the City Code to parallel current State statutes relating to the movement of large trucks and/or trailers over highways; whereupon, Council directed City Attorney Irvin W. Cubine to prepare drafts of necessary revisions to the City's regulations for Council's consideration, including provision therein for the imposing of a charge of $2.00 for each permit issued for 1I0ver-size" vehicles. Council referred to the Planning Commission the suggestion that Section IX, Paragraph A, of the City's Zoning Code, be so amended as to require off-street parking and loading zones in any new "C-2 Commercial" districts created.
