<br />122 <br /> <br />TUESDAY <br /> <br />JULY 13. 1965 <br /> <br />Mr. R. C. Brown, Jr., of the Traffic & Planning Division of the Virginia <br /> <br />Department of Highways, presented the results and findings of a study <br /> <br />recently conducted by the Highway Department pertaining to the proposed <br /> <br />relocation of Virginia Route 57 westward through the City from the eastern <br /> <br />terminus of Northside Drive, indicating that the findings justify a <br /> <br /> <br />four-lane re-routing of this highway and that the Virginia Highway <br /> <br />Commission looks with favor on this project. Estimated cost of constructing <br /> <br /> <br />the relocated route was given as $1,504,000.00, including cost of right-of-way, <br />of which the City's share would be fifteen per cent. Council expressed the <br />opinion that this project should be undertaken as soon as possible and that <br />the City would subscribe to its share of the cost. <br /> <br />As a result of a letter of complaint filed by a citizen, Council discussed <br /> <br />the matter of dogs--although properly licensed--running at large and damaging <br /> <br />residential lawns and shrubbery. Council continued this problem for study. <br /> <br />By letter from School Superintendent John Richmond, the City School Board <br /> <br />officially informed Council that, in the absence of written replies by the <br /> <br />Federal Office of Economic Opportunity to the City's inquiries regarding the <br /> <br />"Head Start" educational program, it (the School Board) has withdrawn <br /> <br /> <br />sponsorship from this program; accordingly, Council officially went on <br /> <br />record as withdrawing as contracting agency with the Federal Government <br /> <br /> <br />although Vice-Mayor Renick expressed disagreement with the abandonment of <br /> <br />the program under local governmental sponsorship. (The record here notes <br /> <br /> <br />publicity through the local press to the effect that the Martinsville-Henry <br /> <br /> <br />County Woman's Club has agreed to sponsor such a program on a voluntary <br /> <br /> <br />basis, without governmental aid.) <br />
