122 TUESDAY JULY 13. 1965 Mr. R. C. Brown, Jr., of the Traffic & Planning Division of the Virginia Department of Highways, presented the results and findings of a study recently conducted by the Highway Department pertaining to the proposed relocation of Virginia Route 57 westward through the City from the eastern terminus of Northside Drive, indicating that the findings justify a four-lane re-routing of this highway and that the Virginia Highway Commission looks with favor on this project. Estimated cost of constructing the relocated route was given as $1,504,000.00, including cost of right-of-way, of which the City's share would be fifteen per cent. Council expressed the opinion that this project should be undertaken as soon as possible and that the City would subscribe to its share of the cost. As a result of a letter of complaint filed by a citizen, Council discussed the matter of dogs--although properly licensed--running at large and damaging residential lawns and shrubbery. Council continued this problem for study. By letter from School Superintendent John Richmond, the City School Board officially informed Council that, in the absence of written replies by the Federal Office of Economic Opportunity to the City's inquiries regarding the "Head Start" educational program, it (the School Board) has withdrawn sponsorship from this program; accordingly, Council officially went on record as withdrawing as contracting agency with the Federal Government although Vice-Mayor Renick expressed disagreement with the abandonment of the program under local governmental sponsorship. (The record here notes publicity through the local press to the effect that the Martinsville-Henry County Woman's Club has agreed to sponsor such a program on a voluntary basis, without governmental aid.)
