3~

TUESDAY
--

APRIL 13. 1965

,/...-...

City Manager Hirst informed Council that information--in addition to that he has

submitted under date of April 9, 1965--on CATV operations and franchises would

probably be presented to Council at its forthcoming April 27th meeting.

After receiving suggested revisions to the proposed rules and regulations presented

to Council on February 23,1965, governing the usage of the new National Guard

Armory, Council approved said suggested revisions and adopted the amended rules

and regulations, as hereby made a part of these minutes.

(SEE INSERT)

Mrs. Loui~oe M. Bowen, owner of a four-unit apartment building at the corner of

Indian Trail and Windsor Lane, appeared before Council in support of her written

contention (by letter of April 7th) that an error was made in the last quadrennial

reassessment of taxable real estate in appraising her property, i.e., Mrs. Bowen

claimed that her land should not be appraised and assessed by reason of its

fronting on two streets and, too, that the dimensions of her apartment building

are incorrectly shmm on local tax records. Mrs. Bowen claimed that she has

attempted to obtain from the Commissioner of the Revenue of what she termed as a

correction which, in essence, would be changing the appraisal of the 1962 Board

of Assessors (or the 1964 Board of Equalization); whereupon, Council informed

Mrs. Bowen of her legal recoursE, which 'would be to the Circuit Court in the

same mannEr as if she had protested in 1963 the determination by the Board of

Equalization.

By petition, Mrs. Alan B. Coddington, Mrs. J. T. Thomas, Mr. J. Melvin Wyatt,

and Mr. Jesse D. Clift requested the rezoning to "P-2 Professional" of Lots

(Numbers) 110 to 122 located on the south side of Brown Street between Maple and

Ellsworth Streets. Council referred this petition to the Planning Commission for

its consideration and recommendation.
