<br />~86 <br /> <br />TUESDAY <br /> <br />APRIL 13. 1965 <br /> <br />By report dated April 8, 1965, City Manager Hirst pointed out certain findings <br /> <br />for Council's consideration of the Patrick-Henry Dental Society's petition <br /> <br /> <br />presented February 9, 1965, that the City fluoridate the City's public water <br /> <br /> <br />supply (in accordance with accepted procedures). City Manager Hirst also <br /> <br /> <br />presented a draft of a proposed ordinance which would effect such fluoridation <br /> <br />and would establish regulation of and control over, should the Council wish to <br /> <br />proceed with introducing fluorine into the public water supply, with Mr. <br /> <br />Hirst recommending that--in such event--funds be provided in the forthcoming <br /> <br />1965-66 budget. Upon motion, duly seconded, Council placed on first reading <br /> <br />the proposed ordinance. <br /> <br />After some discussion of a project entitled 1I0peration Head-'Startll currently <br /> <br />being promoted by the Federal Government, which is designed to provide <br /> <br /> <br />educational training for underpriviledged children in the 5-6 year age group <br /> <br /> <br />prior to entering the public school system on a shared-cost basis (90% <br /> <br />Federal and 10% local the first year but with increasingly larger cost share <br /> <br />on the local government in later years), which program was supported by several <br /> <br />local citizens present, Council (with Mayor Wilson and Councilman Burch not <br /> <br /> <br />voting) agreed to accept the program for the eight-week schedule during the <br /> <br /> <br />forthcoming (1965) summer with the understanding that the City School Board <br /> <br /> <br />would administer and operate the program. <br /> <br />City Manager Hirst reported that the deed of exchange between the City and <br /> <br />Lester Lumber Company, Inc., involving property on East Church Street (Route <br /> <br />58 East) near Fairy Street, as approved by Council on February 23, 1965, has <br /> <br />not been executed by Lester Lumber Company and that this firm's decision to <br /> <br />do so is pending. <br />
