<br />3~ <br /> <br />TUESDAY <br /> <br />MARCH 9, 1965 <br /> <br />r""~ <br /> <br />,- <br /> <br />WHEREAS, the purpose of the structure is twofold: (1) the housing <br />of the National Guard and related military needs of the area/community; <br />and (2) to serve as a public facility for the use of the community; and <br />WHEREAS, it was built with public moneys (local, state and national), <br />all derived from taxation in one form or another; and <br />WHEREAS, it received local popular backing and support on the basis <br />that it would constitute a public use facility and not be limited to <br />privileged use for reasons other than public necessity and the proper <br />preservation of the facility itself; and <br />WHEREAS, it is the only large capacity facility within our <br />community (other than perhaps one private country club and the high <br />school gym); <br />NOW, THEREFORE, BE IT HESOLVED, <br />FIRST, that the community use of the new armory should be encouraged <br />rather than discouraged. <br />SECOND, that policy and charges connected with its use should be in <br />keeping with the pre-construction purpose announcements of "community- <br />use ~:milding", subject only to the preservation and maintenance of the <br />facility itself. <br />THIRD, that charges should not be made in an effort to increase the <br />capital investment (e.L, for tables, charis, etc.), but only to cover <br />additional operational and upkeep expenses incurred by the facility <br />whilE? being used for the particular function for which the charge is <br />being made. (Perhaps the guard or some independent organization can <br />conduct its mm fund raising project for such capital funds purposes, <br />but it should not rent public buildings to the public for the raising <br />of capital funds.) Operations primarily for profit of individuals or <br />businesses rather than for charity or community benefit purposes <br />should be limited. <br /> <br />By letter or bid, Mr. R. E. Seidle, Jr., offered the sum of t100.00 to the <br /> <br />City for the 1924 American-Lafrance Fire Engine Pumper retired from service <br /> <br />a number of years ago. Council took no action on this offer, pending <br /> <br />anticipated action by the Martinsville Volunteer Fire Company as to whether <br /> <br />it would be interested in restoring this engine for display purposes, as <br /> <br />was indicated by Mr. Seidle that he would do. <br /> <br />As a matter of information, Mr. Joseph Fore (of the Martinsville Civitian <br /> <br />- <br /> <br />Club) described a project identified as "'Spring Festival", to be sponsored by <br /> <br />his club April 23-24-25 in connection with the club's sponsorship of the <br /> <br />"Miss Martinsville-Henry County Pageant" and in an effort to promote varied <br /> <br />entertainment for visitors, especially in conjunction with automobile races <br /> <br />at the Martinsville Speedway at that time. <br />
