<br />~76 <br /> <br />TUESDAY <br /> <br />MARCH 9, 1965 <br /> <br />Upon advice from City Attorney Cubine as to applicable statutes and <br /> <br />requirements pertaining to the proposed increase in the City's tax rate on <br /> <br />local taxable real estate and public service corporation properties, Council <br /> <br />called for a duly-advertised public hearing to be conducted by Council on <br /> <br />this proposal at its forthcoming April 13th meeting. <br /> <br />After receiving semi-final plans for the proposed new central (main) fire <br /> <br />station to be constructed at the corner of Church & Moss Streets, Council <br /> <br />directed that completed plans and specifications be prepared by the City's <br /> <br />architect (Mr. J. Coates Carter) in order that bids might be advertised for <br /> <br />and received April 15, 1965, at 2:00 P.M. Upon inquiry from City Manager <br /> <br />Hirst, Council authorized the demolishing of City-owned buildings at 7 and <br /> <br />9 Moss Street, the recently-vacated Health Center, and the former American <br /> <br />Legion home, to provide land for the new fire station building. <br /> <br />In reviewing the recommended rules and regulations for the use of the new <br /> <br />National Guard Armory, as prepared and presented by a special committee <br /> <br />(National Guard Armory Advisory Committee) on February 9, 1965, Council <br /> <br />received through City Manager Hirst several suggested revisions to the <br /> <br />proposed rules and regulations. In view of a number of comments and <br /> <br />suggestions offered by persons present, including the following resolution <br /> <br />submitted by the Martinsville Junior Chamber of Commerce, Council suggested <br /> <br />continuing this matter for further study, pending a conference between the <br /> <br />committee and interested citizens or groups: <br /> <br />At a regular membership meeting of the Martinsville Junior <br />Chamber of Commerce held March 3, 1965, after due consideration, <br />the following resolution was unanimously adopted converning the <br />formulation of policies governing the use and schedule of charges <br />of the recently completed Virginia National Guard Armory by clubs, <br />firms and civic groups: <br />
