<br />Northside Drive with Route 58 and 57, Church street, (Point C) ~Jould remain. At <br />Northside Drive~ Route 57 would leave Route 58, turn westward and follow Northside <br />Drive for approxin~tely 3,650 feet to a point (Point J); thence extend westward by <br />a new roadway to intersection with Virginia Primary Route 108, Liberty Street <br />(Point K); thence from Route 108, along Armory Road to an intersection of a pro- <br />jection of Elizabeth Street (Point L); thence by new roadway of Elizabeth Street <br />to Fayette street (point E), and by continued extension of Elizabeth street to <br />Church street (point G). West from the intersection of Eliz,abeth street with <br />Fayette Street (Point E) and Elizabeth Street extension with Church Street (point G), <br />Route 57 would remain in its present routing to the west corporate limits of the <br />City (point I); and, <br /> <br />BE IT FURTHER RESOLVED that the City Council of the City of iiartinsville does present <br />to the Department of Highways the follOilling information in support of the request as <br />_~ffered by this Resolution: <br /> <br />As stated in the Preface to this Resolution, Route 57 is a prime carrier of traffic <br />in the areas through which it prsses. This traffic is annually increasing because <br />of its relation to growing industrial and cOUlltlercie.l activities along and nearby to <br />its route, its farm-to-market or rural-to-city use, and its recreational use in its <br />direct service to Philpott Dam and Fairystone State Park. It is a prime in-city <br />carrier as it is the only nmtlbered route connecting the east and west limits of <br />llartinsville. <br /> <br />2. As also stated in the Preface, Route 57 is an important connection between other <br />major numbered routes in the area. Within the City, it is the inter-connection <br />route between Primary Routes 58, 108 and 220. This connection is presently <br />accomplished via Route 57 only by traffic movement into and through the congestion <br />and circuitous streets of the downtown business district. <br /> <br />3. In confirmation of the significance the City places with Route 57 is the fact that <br />within the past five years the City has \1idened and installed curb and gutter over <br />the entire length of Chatham Road (Point A to near point B) and a major portion of <br />Fayette Street, west of Route 220 (point F to point H). This represents a linear <br />street distance of 8,200 feet and the work \1aS financed entirely from City budgeted <br />funds, without a state-aid project. These reconstructed streets woule continue in <br />the proposed new routing. <br /> <br />k- Northside Drive, as included in the proposed new routing, was constructed by the <br />City as a completely new road five years ago. It connects the north and east areas <br />of the City, is one and one-half miles in length, was built to State standards, <br />has plant-mix surface treatment, and all costs of construction were from City budgeted <br />funds ....1i thout direct state-aid project. The present right-of-way is 60 feet, with <br />additional width available at no cost if required. Use of 3,650 feet of this road <br />is proposed in the new routing. <br /> <br />5. It is proposed for the new routing that a connecting road be constructed between <br />Northside Drive (point J) and Route 108, Liberty Street (Point K), a distance of <br />2,280 feet. 75% of the required right-of-way is avai13ble in single ownership at <br />no cost. <br /> <br />The Arm.ory Road has been constructed jointly by the City and private enterprise with <br />completion of 4)500 feet in the past six months.
