<br />3: <br /> <br />TUESDAY <br /> <br />NOVEMBER 10. 1964 <br /> <br />,....-..., <br /> <br />City Mana.ger Hirst notified Council that financial planning is urgent and <br /> <br />necessary to provide funds to discharge the City's obligations imposed by a <br /> <br />special annexation court in recently granting (see minutes of October 1st and <br /> <br />October 27th, 196/+) the annexation petitions of Lanier Farm, Inc., and the <br /> <br />Whittle Family Irrevocable Trust. <br /> <br />Council unanimously accepted City Manager Hirst's following recommendations <br /> <br />providing for the establishment by Council of a National Guard Armory Advisory <br /> <br />Committee, the function of which will be to prepare and recommend policies for <br /> <br />the administration, conduct, and use of the new National Guard Armory as a <br /> <br />community facility: <br /> <br />Purpose: <br /> <br />To prepare and recommend policies for the administration, <br />conduct, and use of the Armory as a community facility. <br /> <br />Membership: <br /> <br />Three: One from City government. <br />One from National Guard active membership. <br />One City resident from citizens-at-Iarge. <br /> <br />Appointment: <br /> <br />The in~tial appointments, to be effective November 15, 1964, <br />shall be by City Council. Thereafter: <br />City representative by City Council. <br />National Guard member by active Guard units. <br />Citizen-at-Iarge by joint agreement of City <br />Council and Guard Unit Commanders. <br /> <br />Term::: : <br /> <br />Ini tial appointments: <br />City representative 1 year <br />Guard Member '" ' . 2 years <br />Citizen representative 3 years <br />Thereafter three-year terms. A member will not be <br />reappointed for an immediately following term but can <br />be thereafter. <br /> <br />Responsibility: The responsibility for the Armory, its maintenance, use <br />and operation is directly with the Department of Military <br />Affairs of the Commonwealth and the City government in <br />accordanco with established requirements and a contract <br />between the two agencies. The Committee will be advisory <br />to the City government and the Martinsville Guard Units <br />within these limitations. The Committee will recommend <br />policies as set out in the initial paragraph hereto and <br />will maintain an active interest in the Armory to advise <br />from time to time when necessary and to recommend policy <br />revisions. <br /> <br />Moetings: <br /> <br />The Committee will meet at such schedule as it might determine. <br />
