<br />3: <br /> <br />TUESDAY <br /> <br />NOVEMBER 10. 1964 <br /> <br />Also pursuant to duly-advertised public notice, Council conducted a public <br /> <br />hearing on a proposal--recommended by the Planning Commission--to issue a "special <br /> <br />use permit" to Martinsville Dental Laboratories (Mr. Leonard W. Hurrell, <br /> <br /> <br />petitioner) to permit the conduct of business by this firm at Lot No. 11 on the <br /> <br /> <br />west side of M:Jss 'Street, which is zoned as "residential". There being no <br /> <br /> <br />obj ection:3 registered, Couneil unanimously authorized the issuance of such a <br /> <br />permit, under Section VIII, paragraph 5, of the City's Zoning Code. <br /> <br />'With the understanding that Continental Can Company will continue--at least for <br /> <br />a reasonable period of time--its industrial operations on Stultz Road, Council <br /> <br />authorized the construction by the City of a ten-inch water main off Liberty <br /> <br />Street and along Stultz Road, at an estimated cost of $4,677.55, to provide <br /> <br />water service for fire protection of the Continental Can Company plant, pursuant <br /> <br />to petition filed by this firm on October 13, 1964. <br /> <br />Upon recommendation of J. David Morris, Commissioner of the Revenue, Council <br /> <br />authorized the refunding of $335.74 to Mrs. Sue M. Barbour, t/a Barbour Cadillac <br /> <br />Company, representing over-payment by this firm of business license taxes for <br /> <br /> <br />the period January 1, 1964, through June 30, 1964, which over-payment resulted <br /> <br /> <br />from an over-estimate of gross receipts, as filed with the Commissioner of the <br /> <br /> <br />Revenue for the license tax year beginning May 1, 1964. <br /> <br />By letter dated November 6, 1964, the City's Electoral Board informed Council <br /> <br />that Preci::1cts Nos. 1, 3, and 4,. of the City's five voting precincts, now have <br /> <br />more than 1,000 registered voters each and that, according to Virginia election <br /> <br />laws, the Council must revise its voting precincts so that no precinct will have <br /> <br />more than -1,000 registered voters.
