<br />3: <br /> <br />TUESDAY <br /> <br />OCTOBER 27, 1964 <br /> <br />~,---~ <br /> <br />Through the Governor rnarrison and the Highway Safety Commission, the American <br /> <br />Automobile Association presented to the City a special citation for Pedestrian <br /> <br />Program Activities for the calendar year 1963. Council commended local officials-- <br /> <br />and especially the Police Department--for their work in this field and for their <br /> <br />achievement in earning this special citation. <br /> <br />.- <br /> <br />Upon inquiry, Council learned that the requirements of the State Highway <br /> <br />Departmenv--as to location of signs and as to vehicular parking--are not being <br /> <br />met by the City at some of its mid-block pedestrian crosswalks, on which more <br /> <br />information will be presented to Council in the near future. <br /> <br />Subject to the approval of the Planning Commission and the City Attorney, Council <br /> <br />approved a proposed--and tentative--contract with Lanier Farm for the development, <br /> <br />under the City's Subdivision Ordinance, of Lanier Farm's Arrowhead Trail, located <br /> <br />off Cherokee Trail. <br /> <br />,,- <br /> <br />Council acknowledged receipt of a "Notice Of Motion For Judgment", filed with the <br /> <br />Circuit Court of the County of Henry on September 28, 1964, by Attorney Frank I. <br /> <br />Richardson, Jr., on behalf of fifty-one percent (51%) of the qualified voters and <br /> <br />part of the freeholders of territory adjacent to the City of Martinsville, more <br /> <br />specifically the area of Knollwood Place and Lanier Road, instituting legal <br /> <br />proceeding:3 to have this area annexed to the City of Martinsville, noting a <br /> <br />pre-trial conference scheduled for November 2, 1964, on this petition. Upon <br /> <br />motion, Council directed City Attorney Cubine to file the City's answer to the <br /> <br />notice in the manner and language filed by the City in the recent annexation <br /> <br />proceedingEl (Lanier Farm, Inc., and Whittle Trust) culminated by decision <br /> <br />recorded in Council's minutes of October 1, 1964. <br />
